Minimum Qualifications

Required:  Graduation from an associate’s degree program and two years of related work experience in human resources; or an equivalent combination of training and experience. 

 

Preferred Qualifications

Preferred Education and Experience: Experience working in the community college setting. Experience with Elleucian Colleague ERP.  

Position Description

This position applies, communicates and promotes human resources procedural best practices that support the college in achieving stated goals and objectives. The HR Technican participates, follows established guidelines, in one or more human resources functional areas such as: benefit administration; employment; safety and health; HR Information Systems; payroll and/or closely related programs.   This position may be required to adapt procedures to address changing situations, needs and/or deadlines. Work involves developing and maintaining productive and collaborative work relationships and assessing and responding to client needs. Using a variety of specialized state-of-the-art technological systems and processes, employees identify, collect, format, organize and process data and information that support HR programs. This position make decisions within policy guidelines; communicate policies, procedures and guidelines; evaluate patterns and recommend options to HR Director. Employees are expected to maintain strict confidentiality of all information. Work is performed under general to limited supervision.

Customer Service/Communication Skills

Develops and maintains productive collaborative work relationships with all clients (internal and external who utilize services) by listening to the client, understanding and responding to apparent and underlying needs and continually seeking to provide the highest quality service to all. Explains established HR procedures and practices in terms of client needs and business results and goals. Follows up on issues needing policy interpretation with HR Director and responds back to clients. Communicates by email, letter, or memoranda to request information needed to process HR transactions or to report factual information regarding actions. Documents actions as requested or according to guidelines. Some or all communication may require review by HR Director.

Recruitment

Directs College employment activities such as preparing and posting open position announcements, applicant tracking management using NEOGOV and the North Carolina Community College System, and other publications as needed.  Reviews active positions to make sure that they match on each website on a weekly basis, closes out posting when the position is filled through the process in NEOGOV, sends all applicants a letter through e-mail on status, and removes position from the NCCCS website, the HR Technician will also create recruitment folders to include Request to Advertise, Position Description, applications of candidates, confidentiality forms etc.. The HR Technician will close out the recruitment files after position is filled by organizing the applicants, screening grids, and interview questions.  In coordination with the HR Director the HR Technician will purge recruitment files after three years.

Assists in the coordination of the interview process by preparing committee packets, this includes: printing applications using NEOGOV, copying screening grids, and interview questions.  After a candidate is recommended for hire, the HR Technician is responsible for checking references and serves as a backup to the HR Director in administering background checks.  Processes requisitions for advertisements, NEOGOV, and Employment Background invoices within one week of receipt.

On-Boarding

Assists HR Director with new hire orientations including follow-ups throughout the onboarding process to ensure proper paperwork completion and acclamation to campus.  Complete the new hire checklist and follows up with employee for any documentation missing.  Preparing full-time and part-time new hire packets and ensuring that all the forms are up-to-date.  Processes I-9’s for completion by reviewing original documents and entering cases in the Homeland Security e-Verify system.  Files and manages I-9 and purges as needed.  Responsible for updating and maintaining the HCC Staff and Faculty Phone Directory.

Employee Benefits

Assists the HR Director with employee benefits programs such as medical, dental, life, disability, worker’s compensation, pensions, and other retirement savings and supplemental insurance programs. Coordinates annual benefit enrollment for all insurance benefits such as the State Health Plan and Supplemental Benefits.  Acts as an Administrator for on-line benefit portals.  Assists with presentations to groups on employee benefits and other employee matters such as the annual Flu Clinic. 

Leave

Processes and maintains leave records from Personal Leave Reports monthly using Colleague. Manages leave by reviewing leave, entering, making adjustments, ensuring length of service is correct assigning new leave plans, running monthly accrual reports, assisting HR Director and Payroll Manager with short-pay and leave of absences.  Assists HR Director with the management of FMLA leave and records in HRIS system.  Maintains leave in the HRIS system and ensures data integrity. Ensuring that all leave records are complete and signed by the 10th of each month.

Confidential Record Management

The HR Technician is responsible for the daily filing and maintaining of personnel, leave, and benefit records daily – keeping documents locked and in order.  Maintains the confidentially of all personnel records and documents and ensures they are locked when not at desk or in the office.

Based on experience and knowledge, position typically acts with independence in the provision of relevant human resources customer service to employees and general public at a specialized level to provide information in response to HR questions in designated area; mentors and provides advice to lower level

Where appropriate; processes HR specialized transactions in the designated area of HR; process, verify and maintain a range of HR documents in designated area; prepares and maintains relevant HR documentation, forms and records; utilizes multiple HR systems and processes; gathers information for review and analysis by others related to HR transactions; performs HR analysis and prepares reports to be used for HR decision making; ensures compliance with federal laws and State HR laws, policies and procedures; may assist in the conduct of HR training in designated areas; may be a team member in HR projects either within the College or a statewide project.
