Minimum Qualifications

MINIMUM EDUCATION & EXPERIENCE

A Bachelor’s Degree in finance, accounting, business administration, public administration or other closely-related field.

Minimum of three years progressive, broad based experience in fiscal and operational management roles.

Demonstrated experience in strategic planning, fiscal and risk management.  Knowledge of and experience with procurement processes, financial controls, and regulatory compliance. At least three years of effective experience in supervising.

The equivalent combination of education and related work experience may be considered.  Familiarity with automated information systems and working knowledge of the principles and theories of accounting.  

Proficiency in the use of Excel and Word to produce accurate, professional documents using complicated formulas and other advanced functions.  

Ability to analyze and interpret accounting data and communicate information in a clear and concise manner.  

Ability to work independently and make value judgments which may set new policy.  Ability to schedule and organize workflow and coordinate efforts among and between different functional areas.  

Ability to work efficiently and effectively with poise under pressure and against deadlines.  

Tact, energy, and resourcefulness in dealing with a variety of situations and people.  An understanding of and commitment to the unique nature and role of the College. The College is a learning-centered institution which encourages employees to be life-long learners.

 

Preferred Qualifications

PREFERRED QUALIFICATIONS

MBA, Masters of Accountancy, and/or CPA

Experience in a community college setting

Proficiency in the use of Colleague by Ellucian

Working knowledge of the principles and theories of fund accounting.

North Carolina Community College Financial Services experience preferred.  

Position Description

EXECUTIVE LEADERSHIP & ADMINISTRATION

Serve as advisor to the President on matters of business and finance and provides vision and leadership for a diverse, dynamic and innovative community of managers, faculty, staff, and students

Actively participate as a member of the President’s leadership team and assess the immediate and long term financial and operational implication of initiatives and make recommendations regarding how to achieve institutional goals and priorities in the most efficient and effective manner, including revenue generating and cost savings strategies.

Oversee the implementation procedures pertaining to the management of information system, budget development, fiscal operations, facilities management, major construction & renovation projects, bookstore, human resources & Title IX, payroll & accounting, custodial services, food services, buildings and grounds, campus security, maintenance, and other duties as assigned.

A record of success using an open, transparent, and collaborative style of leadership that fosters teamwork creates open communication and positive interpersonal relations.

Oversee the preparation of the College’s annual operating budget, financial statements, and reports; create and implement an open, transparent, collaborative, and inclusive budget development, reporting, and monitoring process that is aligned with the Colleges priorities and strategic goals.

Ability to develop and manage budgets in a transparent and collaborative manner that aligns with goals and priorities of the College.

Develops, recommends, and implements the established budgeting process to allocate financial resources in a manner that will accomplish the college’s educational mission and goals within the established budget processes.

Prepare revenue forecasts and coordinate the development of institutional budgets to ensure that the instructional, student, and/or support services programs reflect the educational philosophy and strategic institutional goals of the institution.

Develops, recommends and carries out comprehensive policies and programs for managing the Colleges business and administrative activities in accordance with local, state, and federal statues & overseeing all auditing activities and ensure that any issued identified in the audits are resolved in a timely manner.

Develops implements and maintains a comprehensive system of internal controls to safeguard the College’s assets and ensure all local, federal, and state laws, compliance needs and standards are met.

Create, provide, and present comprehensive financial and related reports to the President, Board of Trustees, and members of the internal and external community as needed, requested, and appropriate.

Assist other administrative officers of the College in the formulation of general College procedures; Recommends administrative procedures to the President.

Demonstrated integrity, discretion, and judgment in handling confidential and sensitive matters and information.

Works closely with other members of the college to maintain the accreditation standards with the Southern Association of Colleges & Schools Commission on Colleges (SACSCOC) and other program accrediting bodies.

Collaborates with the Vice President of Academic Affairs, Vice President for Institutional Effectiveness & Advancement, Vice President of Enrollment Management and Student Services, School Chairs, and other constituents concerning executive matters relative to Student Success, college wide strategic planning and other matters.

Serve as a representative for the College in the community and at other functions as needed.

AUXILIARY SERVICES

Administer the operation of all auxiliary enterprises and services which includes the virtual bookstore, campus daycare, campus healthcare center, food and vending services, traffic control and security operations, central supply, and telephone communications system.

FINANCIAL SERVICES

Develop and assure the efficient operation of a system of financial record keeping for all funds receipted and disbursed by the College.

Work closely with the accounting technicians to assure that proper accounting procedures are followed and that necessary reporting is done in a prompt and efficient manner.

Manage the fiscal resources to assure their availability when required and to maximize their benefit to the College.

Oversees construction projects.

Oversees the insurance and risk management program.

Supervises purchasing, inventory control, and vending.

Plans, organizes and supervises the accounting operations of the College, including disbursements and accounting of funds, and preparation and maintenance of payroll and time records.

FACILITIES

Oversee the physical plant which includes institutional housekeeping, building and grounds, and maintenance.

Oversee the inventory and control of physical plant assets.

Manage College construction projects.

Supervise the procurement of services, supplies, and equipment.

INFORMATION TECHNOLOGY

Provides institution-wide leadership and direction in the management and operation of shared management information systems.

Provides guidance and counsel to the President’s Council in the examination and definition of objectives for existing and/or proposed information systems and the design of improved systems.

Leads and coordinates the development and implementation of integrated MIS plans and policies for the College.

Participate in the development of the College technology plan.

CAMPUS SECURITY

Oversees the overall security of the campus

Lead the development of department goals, objectives, and systems

Aids in updating the Security Plan

Provides campus leadership regarding security efforts

HUMAN RESOURCES

Manage Human Resources Staff

Oversees recruitment and staffing within College budget

Lead the development of department goals, objectives, and systems

Determines pay ranges applicable for new hires

Oversee the administrative functions relating to employee service matters

PROFESSIONAL DEVELOPMENT

Provide supervision, leadership, guidance, support, and professional development for members of the staff.

COMMITTEES

Actively participate on College committees and taskforces and provide financial and operational leadership and guidance and support of strategic planning efforts and college priorities.

ADDITIONAL RESPONSIBILITIES

Oversees and/or participates in special projects as assigned by the President.

WORKING CONDITIONS

Incumbent must have excellent verbal and written communication skills with the desire and ability to work collaboratively and effectively with a diverse group of faculty, staff, and administrators.

PHYSICAL REQUIREMENTS

Frequently requires standing, sitting, and walking.

Occasionally requires lifting (5 -10 pounds), repetitious finger and wrist movement, and reaching both high and low.

Constantly requires speaking clearly, hearing, and seeing.

EQUIPMENT

Generally, this employee must be able to operate office equipment such as personal computer, fax machine, photocopier, etc.

Must be able to operate an automobile and have a valid North Carolina Driver’s license.
