Minimum Qualifications

Bachelor’s degree in accounting, finance, business administration, public administration, or a related discipline from an accredited institution or an equivalent combination of education and experience.

Position Description

The College and Career Grants Administrator reports to the Assistant State Director, Title II and provides financial management and WIOA Title II expertise throughout the pre- and post-award administration of all grants. The Grants Administrator will ensure that all cost allocations are consistent with federal and state guidelines.

  • Provide leadership and guidance to Title II providers regarding budgets and expenditures.
  • Review and approve all budgets submitted by Title II providers.
  • Ensure all expenditures are compliant with federal and state spending regulations.
  • Review providers XDBRs or financial submissions to ensure accurate and timely posting of expenditures.
  • Provide budget related technical assistance to providers.
  • Provide subject matter expertise on federal budgets to the CCR team.
  • Assist with development of RFP and continuation grants.
  • Approve budget amendments or revisions for all providers.
  • Manage ongoing expenditure tracking for all Title II grants and special projects.
  • Prepare monthly financial reports for Title II leadership.
  • Serve as lead for all financial risk assessments and monitoring visits.
  • Develop Standard Operating Procedures for fiscal compliance.
  • Other duties as assigned.

KNOWLEDGE/SKILLS/AND ABILITIES:

  • Clear understanding of accountability and possess the ability to prioritize multiple projects/tasks simultaneously to ensure timely completion.
  • Ability to interpret and apply laws, regulations, policies, and procedures.
  • Ability to establish and maintain effective working relationships with Title II providers.
  • Ability to consume information and formulate recommendations.
  • Demonstrated skills in analyzing data and formulating conclusions.
  • Excellent computer application and database management skills.
  • Ability to communicate both verbally and in writing within organization and with providers.
  • Ability to learn changing technologies related to grants management.
  • Ability to provide appropriate documentation to support conclusions.
  • Ability to implement follow-up processes.

PREFERENCES: Experience in College and Career Readiness at a subrecipient grantee. Experience managing and or tracking budgets for federal grants.
