Minimum Qualifications

  • A Bachelor’s degree in Human Resources, Business Administration or related field preferably with coursework focused in Human Resources.
  • Five or more years of direct Human Resources experience involving employee relations. 
  • Must also have a high level of proficiency in working with all Microsoft Office applications.
  • Excellent diplomacy skills and a high level of discretion.
  • Ability to effectively organize and handle multiple job duties in a fast-paced office environment.
  • Excellent written, verbal and interpersonal communication skills

Preferred Qualifications

  • Advanced degree.
  • Experience with Ellucian Colleague, PeopleAdmin, TimeClock Plus or other HR/Payroll Solutions.
  • Experience implementing and configuring HRIS systems, modules, or solutions.
  • NC Retirement System and State Health Plan knowledge and experience
  • HR experience within a Higher Education work environment
  • HR Certification (i.e. SHRM-CP or PHR certification)
  • Title IX Certification

Position Description

DEFINITION:

 

The HR Generalist at CFCC is responsible for a wide range of duties from administrative to technical, analytical and consultative in support of the various functions of human resources at the college. The HR Generalist may be assigned to focus on one or several of the following HR functional areas: Staffing & Recruitment Life Cycle, Employee Relations, Benefits & Leave Administration, Training & Development, Performance Management, Compensation & Analysis, and HR Information Systems. The HR Generalist provides subject matter expertise in: presenting, project management, coaching, compliance, policy & procedure development, communications, researching and compiling data/reports, and investigating personnel matters.  In addition, this position maintains high standards for HR customer service and provides support for the accuracy and maintenance of data in various HR systems.

Essential Functions:

This HR Generalist position will be assigned to the HR functional areas below and would be called upon for the associated essential functions:

Employee Relations & Performance Management

  • Provides HR Generalist support as a business partner to assigned organizational units or employee groups. Provides support for employee relations, performance management, progressive discipline, off-boarding and employee investigations including Title IX investigations.
  • Rounds regularly at the college locations to gauge employee engagement and provide HR support. May attend departmental meetings and assist with teambuilding and leadership development.
  • Documents incidents and writes official HR correspondence including notifications to employees regarding employee relations issues or disciplinary actions. Deals with highly sensitive and confidential information.
  • Coaches managers and employees through performance improvement plans.
  • May conduct non-renewal meetings with managers and employees. May facilitate grievances and appeals.
  • Administers safety programs in support of college policies and procedures.
  • Respond to requests for information and assistance from employees, management, outside agencies and the public.

Training & Development

  • Prepares, coordinates and delivers various training sessions, workshops and classes for employees, individually or in groups.
  • Identify areas where training is needed and develop a plan.
  • Co-administers the annual compliance training learning management system.

Benefits & Leave Administration

  • Act as a back-up Benefit Administrator in the communication of the College’s employee insurance and benefits programs; process and maintain benefit enrollment, premium deductions, materials, brochures, communications and claim forms.
  • Respond to inquiries from employees and retirees; provide assistance and explanations regarding benefit problems, options, changes and provisions including disability, retirement, sick and annual leave, resignation, health benefits and other insurances; assist in the review, verification, and preparation of health enrollment forms, medical and optional benefit forms.
  • Maintain relationships with the benefit broker(s) of record and ensure online benefit enrollment systems are working effectively with the Payroll/ERP system.
  • Assist with the Benefits Fair and annual Open Enrollment.
  • Assist with Health & Wellness Committee and activities.
  • Administers leave (FMLA, STD & LTD) for employees in assigned employee groups.
  • Acts in an official capacity as a “Health Benefit Representative” (HBR) for the NC State Health Plan.
  • Acts in an official capacity as a “Worker’s Comp Administrator” (WCA) for the State & County programs.
  • Conduct retirement meetings with retiring employees and exit interviews with employees separating from the college.
  • Represent the college at unemployment hearings.
  • Other Important Functions:
  • Collaborate with other NC Community Colleges to learn best practices
  • Maintain, organize, and update employee files; participate in the maintenance of all personnel records and files.
  • Perform a wide variety of general clerical work including the maintenance of accurate and detailed records; verify accuracy of information and research discrepancies; type and proofread a variety of documents including general correspondence, reports and memos; input data into the computer; organization and storage of electronic and paper records.
  • May facilitate new employee orientation as a back-up.
  • Perform related duties and responsibilities as required
