Minimum Qualifications

A Bachelor’s degree in Business or a related field is required and two to five years of experience in Human Resources, or an equivalent combination of training and experience which provides the required knowledge and skills. Applicants must possess excellent administrative, computer technology, communications, and organizational skills.

Preferred Qualifications

Knowledge of Job: Has thorough knowledge of performance of the duties of Human Resources.  General knowledge of state and federal employment laws and practices, including but not limited to FMLA, ADA, EEO, FLSA, North Carolina Workers Comp, and OSHA reporting and compliance. Experience in the administration of compensation programs. Experience in training, training development, and delivery.  
 
Physical Requirements:  Must be physically able to operate a variety of machinery and equipment including common office machines, such as computers, typewriters, copiers, facsimile machines, etc. Must be able to exert up to 10 pounds of force occasionally, and/or up to 5 pounds of force frequently, and/or a negligible amount of force constantly to move objects. Physical demand requirements are in excess of those for Sedentary Work. Light Work usually requires walking or standing to a significant degree. However, if the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.
 
Data Conception:  Requires the ability to compare and/or judge the readily observable, functional, structural or compositional characteristics (whether similar or divergent from obvious standards) of data, people or things.
 
Interpersonal Communication:  Requires the ability of speaking and/or signaling people to convey or exchange information. Includes giving instructions, assignments or directions to subordinates or assistants, and receiving instructions, assignments or directions from superiors.
 
Language Ability:  Requires the ability to read a variety of reports, letters and memos, etc. Requires the ability to prepare correspondence, reports, forms, budgets, etc., using prescribed formats and conforming to all rules of punctuation, grammar, diction, and style. Must be able to communicate effectively and efficiently in a variety of technical or professional languages including insurance, personnel and governmental terminology.

Form/Spatial Aptitude:  Requires the ability to inspect items for proper length, width and shape.

Manual Dexterity:  Requires the ability to handle a variety of items such as office equipment. Must have minimal levels of eye/hand/foot coordination.
 
Color Discrimination and Visual Acuity:  Requires the ability to differentiate colors and shades of color; requires the visual acuity to determine depth perception, peripheral vision, inspection for small parts; preparing and analyzing written or computer data, etc.
 
Interpersonal Temperament:  Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing work under some level of stress and when confronted with persons acting under stress.
 
Physical Communication:  Requires the ability to talk and hear: (Talking: expressing or exchanging ideas by means of spoken words. Hearing: perceiving nature of sounds by ear.)  Must be able to communicate via a telephone.

Position Description

The primary purpose of this position is to maintain the Human Resources page on the college website, and process part-time payroll. This position performs accounting and administrative functions in support of Human Resources processes. This position reports to the Director of Human Resources Operations.

Maintains confidentiality of information.
Responsible for the part-time employment recruitment process.

  • Implements and manages processes to attract, evaluate, and refer candidates for open positions through recruiting websites, employee referrals, and other sourcing methods.
  • Oversees the college recruiting program, policies, and procedures.
  • Manages the online applicant tracking system (NEOGov)
  • Develops job postings and publishes them in appropriate locations.
  • Processes updates and access for online applications. 
  • Screens employment applications and provides access to the search committee.
  • Prepares vacancy documentation for search committees.
  • Prepares and disseminates correspondences for applicants.
  • Completes criminal background checks.
  • Manages recruitment statistical information and application files.
  • Maintains vacancy summaries for audit.

Receives, verifies, and processes part-time payroll, change requests, employment recommendations, and payroll deductions.

Creates part-time employee records by entering all employee data into computerized data systems. Maintains part-time employee records.

Assists Coordinator and employees with benefit enrollment.

Assists with annual benefits fair and employee recognition banquet.

Excellent interpersonal, oral and written communication skills.

Explains policy and procedures to employees.

Manages the Employee Appreciation and Recognition Event and service award programs.
Prepares documents associated with award requests from the NC Governor, report of Retirees receiving Resolutions and Cardinal or Long Leaf Award.

Prepares new hire orientation packets and assists with employment forms.

Manages the Human Resources information on the PCC website.

Knowledgeable of the North Carolina Records Retention regulations.

Knowledgeable of the Fair Labor Standards Act.

Provides recommendations to continually improve the efficiency of services performed by Human Resources.

Completes assignments on or before deadlines in accordance with directives, and with minimum errors.

Adheres to payroll deadlines and other reporting deadlines.

Responsible for various records and reports.

Assistance with accuracy of personnel files.

Knowledgeable of policy and procedure manuals and applicable laws and regulations.

Provides recommendations to continually improve the efficiency of services performed by Human Resources.

Excellent interpersonal, oral and written communication skills.

Completes professional development training to remain knowledgeable of updates and best practices.

Performs other duties as assigned.
