Minimum Qualifications: Bachelor’s degree in Human Resources, Business Administration, Organizational Management, or related field.

Work Experience: A minimum of three years of experience working preferably in a Human Resources office, ITS department or related field.

Preferred Qualifications: SHRM Certification preferred.

Knowledge, Skills and Abilities:

• Ability to utilize current human resources information system (HRIS) technologies;
• Ability to establish, maintain, and promote effective communication and interpersonal relations across departmental lines, with associates, as well as with the business community, higher education community, and general public;
• Ability to multi-task and prioritize duties as needed;
• Ability to maintain confidentiality at all times;
• Knowledge and understanding of the educational needs of the Durham Technical Community College service area;
• Knowledge and understanding of Durham Technical Community College’s mission and the educational philosophy of the North Carolina Community College System;
• Demonstrated competence in verbal and written communication skills; and
• Demonstrated competence in computer skills appropriate to the position of the Human Resources Specialist

Essential Functions:

The Human Resources Specialist is responsible for the management, operation, and maintenance of the Datatel (Colleague) information software system, for on-boarding and inputting of all personnel information. The Specialist will work closely with the Human Resources Executive Director on matters related to and for the benefit of the Human Resources Department and college.

Job Duties:

1. Process employee information in the Colleague information software system and ensure that accompanying documentation is on file;
2. Establish and maintain employee position codes in the Colleague system, ensuring that correct budget codes are applied and used by college personnel;
3. Ensure all documentation is in place for new hire files and create new hires information in the Colleague system;
4. Process all personnel changes (status and pay changes) in the Colleague system as needed;
5. Review and ensure that correct general ledger accounts are used on all contracts submitted to the Business Office for pay;
6. Assist in developing, recommending, and implementing human resources-related processes, procedures, and policies;
7. Communicate college policies and procedures to employees and others upon request or as necessary;
8. Serves as a back-up to ensure that the Employment Eligibility Verification (Form I-9) process is performed and employment authorization is obtained for every new employee within the time mandated by the US Department of Homeland Security;
9. Serves as a back-up to online contract systems for confirming information is correct and approving for payroll processing;
10. Support the Associate Director with new hire benefits processes,
11. Complete the college’s annual Staff Information Report, OSHA annual report and IPEDS report submissions;
12. Enter transcripts into Colleague as received;
13. Performs background checks on all new hires, re-hires and promotions for the college with the exception of the Campus Police and the Public Safety Department;
14. Training of HR processes to college personnel;
16. Serve as the liaison with the Business Office on issues relating to on-line contracts and payroll;
17. Update monthly listing of full-time employees including demographics and distribute to appropriate individuals;
18. Maintain lists of new hires, resignations, and terminations;
19. Maintain Voluntary Shared Leave reporting as compared with Colleague;
20. Complete new hire reports for submission to the NC State Directory of New Hires on a
monthly basis;
21. Complete Bureau of Labor Statistics report monthly;
22. Respond to written and verbal employment verification requests;
23. Accept and maintain applications for all full time and part time personnel and on-boarding of all applications. Contacting Supervisors for missing/needed paperwork.
24. Assist in the day-to-day activities of the Human Resources Department as necessary;
25. Additional duties as assigned by the Executive Director, Human Resources; the Chief of Staff; the Executive Vice President, Academics and Student Engagement; the Chief Financial Officer and the President.
26. This position is considered essential when and if a State of Emergency is declared by the President

In general, the work of the Human Resources Coordinator includes performing general office duties requiring the ability to sit and/or stand for long periods of time. Visits to other campus departments and other campus locations may be required.
