Minimum Requirements

Bachelor’s degree or an equivalent combination of education and experience

Five (5) years’ experience managing technical projects in an IT related discipline

Preferred Qualifications

Preferences:

MBA or Master’s degree in IT or related field

PMP certification

Experience working at a Higher Education Institution or in Adult Learning

Position Description

The ITS Project Manager III is a Senior Technical Project Manager who manages implementation of complex technology projects and programs from scope definition to deployment.  Programs consist of multiple projects with interrelated scope and dependencies that must be managed at the same time because of technical complexity and organizational risk. The ITS Project Manager III leads multiple projects and project teams concurrently.  This includes establishing project plans, collaborating with stakeholders across the college to ensure requirements are met, managing project budgets, and directing cross-functional teams to complete project tasks.  

Responsibilities and Duties (*Essential Functions)

*Leads the execution of complex technology projects/programs with enterprise-wide scope and impact.

*Gathers requirements necessary for defining the project/program scope of work; including engaging with leadership to understand strategic goals and expected outcomes. 

*Establishes and maintains the appropriate organizational structure for the project/program.

*Establishes project/program-specific goals and procedures; monitors and evaluates their effectiveness and implements changes as needed.

*Develops and manages program/program budgets; performs periodic cost analyses.

*Develops project plans and monitors team progress on task completion.

* Monitors projects/programs to ensure that they are proceeding according to scope, schedule, budget, and quality standards; Directs and oversees the execution of tasks necessary for status reporting.

*Engages in relevant contract execution and contract management activities (ex. facilitation of contract negotiation), development of business proposals, and/or perform relevant research.

*Prepares and provides periodic project updates to ITS leadership and project stakeholders.

*Provides direction to assigned resources (ex. team, project managers, vendors, consultants)Coordinates implementation of services with 3rd party vendors as needed.

Consults on best practices for the program, participates in the development of departmental processes, and serves on department/college planning committees.

Mentor/coaches peer project managers and project team members as needed.

Performs miscellaneous job-related duties as assigned.

Supports ongoing process improvement for the department.

Knowledge, Skills and Abilities 

Knowledgeable of project management practices, methodology, and techniques.

Able to lead multiple project teams simultaneously.

Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community, both orally and in writing.

Ability to communicate and collaborate with executive leadership.

Skilled in managing project budgets.

Skilled in the use of Windows-based operating environment.

Ability to analyze information, think critically, and make decisions.

Skilled in project planning and implementation.

Ability to use MS Project to create and manage project plans.

Ability to establish project priorities.

Knowledgeable of contract management, vendor management, and procurement processes.

Ability to direct project staff and 3rd party vendors on completing tasks.  

Ability to collaborate with internal and external project stakeholders contributing to the delivery of project goals.
