Minimum Qualifications

Master's degree in the education field to which assigned from an appropriately accredited institution and four years of specifically related experience in public education; or an equivalent combination of education and experience.

Preferred Qualifications

Master’s degree in adult education, Teaching English as a Second Language, or related educational degrees.  Experience managing an adult education program as a subrecipient grantee. Knowledge of NC approved HSE assessments.  Experience working with community college curriculum and continuing education instructional programs.  

Position Description

This position provides leadership in the development and coordination of a state plan to promote and facilitate Title II students’ concurrent or post exit enrollment in postsecondary programs of study or credential attainment.  The position will also manage the High School Equivalency (HSE) office including the oversight of document fulfilment services for NC approved HSE diplomas.  This position establishes links to assist Adult Secondary education students who are preparing for HSE diploma to transition to or be concurrently enrolled in post-secondary programs that lead to employment in in-demand careers.

This position manages all aspects of NC approved HSE assessments, including creating processes for meeting HSE test vendors requirements and serving as the liaison to transcript document fulfillment center and the public. This position coordinates contracts with NC Approved HSE assessments and serves as a resource for associated professional development in the preparation for these assessments.

This position will use HSE vendor data tools to analyze HSE graduates’ transition to post-secondary, success rates, and provide HSE test preparation resources to support research-based instruction that increases transition and improves credential attainment.

This position will establish relationships with workforce development boards, industry associations and community college training providers to facilitate navigation to post-secondary enrollment and careers in high demand industries.

This position will provide training on implementing Integrated Education and Training (IET) or other concurrent models of instruction for community college programs of study, continuing education industry training and Registered Apprenticeships with the goal of increasing transition to post-secondary and credential attainment.

This position is part of the College and Career Readiness team that provides technical assistance and professional development for improving credential attainment and meeting performance measures.

KNOWLEDGE/SKILLS/AND ABILITIES: This position requires strong working knowledge and demonstrated experience in coordinating with community colleges and or training providers to implement concurrent enrollment programs of study and training to accelerate credential attainment. Excellent organizational skills and ability to create workflows to streamline processes. Excellent analytical skills with the ability to link data and identify trends to develop statewide plans. Knowledge and demonstrated experience in managing WIOA, Title II Adult Education Programs for Adult Basic Education or Adult Secondary or English Language Acquisition including knowledge of performance measures. Ability to create self-access training modules. Knowledge and experience in collaborating with workforce development agencies. Knowledge of and experience with NC HSE approved assessments. Knowledge of and experience working in community college instructional programs. Must have proficiency in using learning management systems, databases and Microsoft office products.
