Minimum Qualifications

Bachelor's degree in Computer Science, Computer Information Systems, Computer Engineering, Math, Engineering or other related technical degree from an appropriately accredited institution and six years progressive experience in the field of information technology; or Bachelor's degree from an appropriately accredited institution and seven years progressive experience in the field of information technology; or an equivalent combination of education and experience.

DESCRIPTION OF WORK:  The mission of the North Carolina Community College System is to open the door to high-quality, accessible educational opportunities that minimize barriers to post-secondary education, maximize student success, develop a globally and multi-culturally competent workforce, and improve the lives and well-being of individuals by providing:

  • Education, training and retraining for the workforce including basic skills and literacy education, occupational and pre-baccalaureate programs.
  • Support for economic development through services to and in partnership with business and industry and in collaboration with the University of North Carolina System and private colleges and universities.
  • Services to communities and individuals which improve the quality of life.

The NCCCS is comprised of 58 community colleges serving 100 North Carolina counties and supported by the System Office located in Raleigh, NC.
The Technology Solutions and Distance Learning Division supports this mission by providing technical support for the Enterprise Resource Planning systems configured to deliver educational services for community college students, staff, faculty, employers, and the System Office.

This position is a leadership role accountable for information technology infrastructure and operations for the System Office, services provided to the 58 community colleges, and industry and government partners. This position is responsible for the delivery of third-party and internally managed information technology infrastructure used to support all business process across the enterprise. Successful candidates will have technical infrastructure experience, project management and vendor management skills, as a strong service-oriented approach to infrastructure operations. This position is also responsible for operational and service management processes to ensure service and solution quality goals are achieved.  As a member of the information technology leadership team, this position contributes to the development and execution of the enterprise-wide technology strategy.

KNOWLEDGE/SKILLS/AND ABILITIES:

  • Knowledge of a variety of learning management and information-handling systems, capabilities, and architectures;
  • Knowledge of the current and emerging issues and technological trends in higher education as they relate to modern, cloud-based infrastructure and operations;
  • Ability to use process mapping/design software;
  • Strong commitment to customer service;
  • Ability to facilitate agreement in a consensus-based environment;
  • Exceptional presentation, collaboration, and negotiation skills;
  • Strong time management skills, ability to work effectively under time constraints and stressful situations;
  • Ability to facilitate collaboration while managing sensitive information;
  • Ability to collaborate, negotiation, influence, and resolve conflicts;
  • Ability to work across organizational lines with a diverse range of disciplines to include executives, faculty, staff, program managers, technical staff, and administrators;
  • Able to translate advanced technical issues into understandable terms for business champions and non-technical users;
  • Excellent verbal and written communication skills.

PREFERENCES:

  • Demonstrated knowledge and capabilities in the implementation of enterprise technologies and solutions;
  • Experience with vendor management serving the Higher Education marketspace;
  • Experience with government technology purchasing policy and process;
  • Experience with business process improvement, technology business alignment and analysis, and project and portfolio management;
  • Project management, Agile, and/or ITIL certification.
