Educational Requirements:
Bachelor’s degree from a regionally accredited institution in education, business or related field required.
Work Experience Requirements:
A minimum of 2-3 years work experience in a university or community college or in a relevant field or setting.
Preferred Qualifications
Preferred Education:
Master’s degree from a regionally accredited institution in education, business or related field.
Preferred Work Experience:
• Knowledge of computerized student information systems such as Colleague or Banner, computer applications in registrar services, related technologies and experience with systems development, implementation, and enhancement.
• Proficiency in Microsoft Office. Knowledge of federal regulations regarding records and student information.
• Ability to communicate effectively with students, administrators, faculty, staff and outside constituencies.
• Knowledge of transfer requirements to four-year institutions and articulation agreements, including reverse transfer credit and credit for prior learning.
• Project management and problem-solving skills with the ability to anticipate needs and make decisions.
• Strong organization, communication, human resource and interpersonal skills, with a team-based approach to leadership.
• Skills in motivating, training, and developing a high performing staff.
Position Description
Under the direction of the Vice President of Student Services, the Registrar works cooperatively with BCCC faculty and staff and performs the following:
• Plans, organizes, and directs the processes and operation of the registration and student records functions; interprets and applies federal and state mandated guidelines.
• Establishes, monitors, evaluates and improves processes and procedures, ensuring alignment with College missions, vision, and values, in accordance with local, state, and federal laws and regulations.
• Develops and administers policies pertaining to the overall student record keeping function of the College including class rosters, permanent records, transcripts, credits, grading, and withdrawal. Responsible for the security and confidentiality of student records.
• Advises and enforces college policies relating to registration, admissions and records; works with federal agencies, directs the preparation and maintenance of accurate state and federal statistical reports, assists with internal and external audits.
• Evaluates, trains, and supervises office staff as necessary.
• Oversees graduation activities including maintenance of graduation files, preparation of graduation list, degree mailings, and coordination of graduation ceremony.
• Develops and administers budgets including approving department expenditures.
• Evaluates and communicates the impact of potential legal or regulatory changes on the College.
• Recommends course transfer and substitutions for Beaufort Community College course requirements. Coordinates articulation with other schools.
• Advises and responds to questions from college departments and external agencies regarding complex issues or policies impacting assigned programs and services.
• Develops, plans, implements and administers College goals and objectives.
• Serves as the College’s chief FERPA Officer.
• Represents the College through membership and participation in professional organizations.
• Performs other related duties as assigned.
