DESCRIPTION OF WORK:  The mission of the North Carolina Community College System is to open the door to high-quality, accessible educational opportunities that minimize barriers to post-secondary education, maximize student success, develop a globally and multi-culturally competent workforce, and improve the lives and well-being of individuals by providing:

  • Education, training and retraining for the workforce including basic skills and literacy education, occupational and pre-baccalaureate programs.
  • Support for economic development through services to and in partnership with business and industry and in collaboration with the University of North Carolina System and private colleges and universities.
  • Services to communities and individuals which improve the quality of life.

The NCCCS is comprised of 58 community colleges serving 100 North Carolina counties and supported by the System Office located in Raleigh, NC. 

The Technology Solutions and Distance Learning Division supports this mission by providing technical support for the Enterprise Resource Planning systems configured to deliver educational services for community college students, staff, faculty, employers, and the System Office.

Successful candidates will have multi-cloud experience and knowledge of ERP architecture and supporting infrastructure, web services, system automation, hands on experience with planning computer hardware and networking systems, ability to conceptualize business enhancements from inception to completion, understanding of testing methodologies, project management, reporting project progress to management, and the ability to help solve technical problems as they arise. They will provide architectural consulting expertise, direction, and assistance to systems analysts, IT cloud engineers, and other IT staff.

KNOWLEDGE/SKILLS/AND ABILITIES:

  • Adheres to all Federal, State and agency policy and laws, including the Statewide Information Security Manual and the Statewide Data Classification and Handling Policy. Other processes, policies, and laws may be required based on the types of data and systems the agency manages.
  • Candidate must have 4+ years of progressive System Architecture experience
  • Candidate should have AWS and/or Azure cloud experience
  • Work with CTO to initiate and deliver technology evaluations and recommendations
  • Maintain in-depth knowledge of strategic business plans
  • Develop and maintain current and future state business architecture
  • Design and oversee implementation of end-to-end integrated systems
  • Deliver architectural initiatives that improve efficiency in line with business strategy
  • Maintain in-depth knowledge of the organization's technologies and architectures
  • Develop and maintain an aspirational architectural road map for the enterprise
  • Develop and maintain current and planned state architectural blueprints
  • Leads architectural content across all aspects of architecture in support of IT delivery
  • Gain organizational commitment for enterprise level architecture and infrastructure initiatives
  • Communicate architectural decisions, plans, goals and strategies
  • Work with IT teams to develop and enforce best practices for data integration
  • Develop, communicate, and deploy Enterprise Architecture Governance processes
  • Perform annual architectural maturity assessments
  • Candidate should have strong leadership, organizational, interpersonal, and communication skills
  • Candidate should have strong oral and written communication skills
  • Ability to translate technical issues into understandable terms for non-technical users
  • Ability to set priorities, know when priorities need to change, and can adapt to unanticipated changes
  • Ability to build and maintain effective customer and co-worker relationships
  • Provide technical support to end users and system administrators

PREFERENCES:

  • Experience with Higher Education technology and integrated applications
  • Ability to install, upgrade, configure and maintain databases (UniData, MS-SQL, or Oracle) and Web Services
  • Ellucian Colleague support includes administration, SA-Valet, E-Commerce, Self Service, Web API, Mobile, E-Transcripts, Web Advisor, Ellucian User Interface, Ellucian Ethos Identity, Ellucian Ethos Integration, SFTP, Identity Management and custom interfaces including Accounts Receivable and Cash Reporting, NC E-Procurement, and System Office accounting and testing systems.
  • Automation and scripting skills
  • Operating Systems: Linux Red Hat Enterprise, Oracle Solaris 10 or 11, or Windows OS
  • Basic Networking Knowledge (DNS, Firewall, Security Groups)
  • Experience with process design software
  • NCCCS uses the Agile Framework with Scrum; team members will be expected to participate in daily and weekly stand-ups, retrospectives, and sprint planning.
  • Good analytical, customer service and team-oriented interpersonal skills
