- Master’s degree in Library and/or Information Science or related field from a regionally accredited college or university.
- Three to Five years of increasingly responsible technical and professional experience, in managing and overseeing library and library staff/library/information science.

The role of the Head Librarian/Director, COA Learning Commons is to direct, manage, supervise, and coordinate the programs and activities of the Learning Commons across the COA Region, both physical and virtual. These include the college Libraries; the Testing Centers; Open Computer Lab; Academic Support Services, including the Writing and Math Centers; and Distance Education. The Director shall coordinate assigned activities with other college departments, divisions, and outside agencies; and to provide highly responsible and complex administrative support to the Vice President of Learning.
Examples of Duties
- Coordinate all activities of the Learning Commons in such a way as to maximize student success and faculty use of the resources; implement the strategic plan for the Learning Commons; interface between people, information, and technology to meet student learning needs and faculty requests.
- Manage and participate in the development and implementation of goals, objectives, policies, and priorities for all areas administered in the Learning Commons. Ensure programs, services and technology needs of students and COA faculty and staff are high quality, customer-driven and relevant to meet the Strategic Goals and Objectives.
- Monitor and evaluate the efficiency and effectiveness of service-delivery methods and procedures in all areas of the Learning Commons; assess and monitor work load, administrative and support systems, and internal reporting relationships; identify opportunities for improvement and review with the Vice President of Learning; implement improvements.
- Manage and participate in the development and administration of the Learning Commons annual budget; accesses budget information using Datatel database; directs the forecast of funds needed for staffing, equipment, materials, and supplies; directs the monitoring of and approves expenditures; directs and implements adjustments as necessary.
- Oversee the staff at COA - Elizabeth and COA - Dare to ensure the day-to-day management for the Library services is done effectively. Ensure COA - Currituck and COA - Edenton-Chowan library/ library services meet needs of students. Work with the COA librarians to ensure the MOUs with public libraries and high school libraries are established and maintained to provide support services to students across the region.
- Assist at the circulation desk, including aiding library users in locating library materials, reference services and other required services.
- Provide support to students in analyzing and understanding assignments and projects.
- Teach workshops about information resources and help users evaluate search results.
- Collaborate with faculty to develop, recommend and facilitate new, innovative library instruction and services to include Virtual Reality, online support, 3D Printing.
- Assist in collection development management by reviewing, evaluating and recommending new materials for disposal.
- Participate in the creation and updating of library policies and procedures; communicate and interpret library policy as delegated by the Vice President of Learning.
- Maintain records and statistics and submits reports as required.
- Evaluate staff who report directly to the Head Librarian/Director, Learning Commons.
- Ensure services for student learning are provided to all students, including online students/ and other instructional modes.
- Ascertain and implement optimal tutoring and student academic support services are available and cost-effective (tutoring/Supplemental instruction/ use of tutors/ sources of tutors). Manage the tutoring management system(s) to allow faculty to communicate tutoring needs, schedule and maintain records of tutors/ tutoring services, and develop reports to identify areas for improvement of student success.
- Oversee the hiring and training of Learning Commons coordinators and directors. Work with direct-report employees to correct deficiencies; implement discipline and termination procedures.
- Plan, direct, coordinate, and review the work plan for the Learning Commons; meet with staff to identify and resolve problems; assign work activities, projects and programs; monitors work flow; review and evaluate work products, methods and procedures to ensure that quality standards are met.
- Serve as liaison for the areas within the Learning Commons Department. Work with other college departments, divisions, agencies, and organizations; negotiates and resolves significant and controversial issues.
- Provide responsible staff assistance to the Vice President of Learning; prepare and present staff reports and other necessary correspondence.
- Conduct organizational studies, investigations, and operational studies as needed; recommend modifications to Learning Commons programs, technologies, policies, and procedures as appropriate.
- Stay abreast of current and developing trends and technology in the Learning Commons purview.
- Plan, organize and implement internal publicity programs; makes presentations to community groups on Learning Commons activities and services.
- Provide staff support on a variety of boards and committees; attend and participate in professional group meetings; stay abreast of new trends and innovations in the field.
- Answer questions and provide information to college staff and the public on Learning Commons activities; investigate complaints and recommends corrective action as necessary to resolve complaints.
- Participate in college commencement ceremonies and convocations.
