NC Community Colleges System Office has an opening for the Agency HR Consultant I in the Executive Office Division. The recruitment range: $46,817 – $62,000.

DESCRIPTION OF WORK: The position is responsible for administering the following functional areas of the Human Resources Office: benefits administration; salary administration; policy administration; recruitment and selection; personnel action processing; employee orientation; worker’s compensation, and records maintenance.

The position requires the use of judgment and discretion in the application of policies and procedures, the ability to compile personnel information from potential or present employees and supervisors; establish and maintain effective working relationships with employees, administrative officials, and the general public; express oneself clearly and concisely in oral and written form; and work independently, often under pressure, and adhere to deadlines.

This position is responsible for processing all personnel actions in the FIORI system and for ensuring that all personnel actions, both EPA and SPA, are in compliance with established personnel policies and procedures. The position serves as Benefits Administrator for the positions in the NC Community College System Office responsible for administering the state health plan and other optional benefits in accordance with established policies and procedures. The position is responsible for managing all recruitment and selection activities for the North Carolina Community College System Office, which includes full-time, part-time, time-limited, temporary and contract employees. As one of four positions in the Human Resources Office, the position is expected to be well versed in all areas of personnel administration and familiar with internal and state policies and procedures. In addition, the position provides technical assistance to employees, management, and staff for the 58 community colleges in a variety of areas of personnel administration.

KNOWLEDGE/SKILLS/AND ABILITIES: Must be able to work under pressure and in stressful situations, be able to organize and prioritize work and project assignments, pay close attention to detail, deal with a variety of people and exercise judgement and confidentiality of the office. Knowledge of FIORI and the State of NC HRIS System (SAPGUI) is required. Knowledge and experience with benefits administration, NEOGOV and experience with Microsoft Word and Excel. Ability to establish and maintain effective working relationships with others; to express ideas clearly and concisely; to exercise good judgment in analyzing situations and making recommendations and/or decisions within delegated level of authority.
