Minimum Qualifications

Bachelor's degree from an accredited college or university with major course work in accounting or a related field required. Minimum three years of prior increasingly responsible professional accounting experience required.

Preferred Qualifications

Master's degree and/or Certified Public Accountant licensure preferred. Preference given to previous experience in a community college or fund-based accounting setting.

Position Description

Essential and other responsibilities and duties may include, but are not limited to, the following:

Essential Functions:

  • Maintain and monitor state funds by requesting funds as needed, recording receipt of certification and monitoring balances.
  • Monitor local and institutional bank balances by reviewing accounts and approving bank reconciliations.
  • Ensure that college employees comply with established business office policies and procedures.
  • Perform account analysis.
  • Maintain the General Ledger by posting transactions, generating reports, compiling account analysis, and maintaining the overall chart of accounts. 
  • Manage disbursement process by reviewing and approving purchase orders, vouchers and checks.
  • Prepare special and scheduled reports by collecting, analyzing, and summarizing data.
  • Review and monitor construction and capital improvement projects.
  • Serve as P-card administrator; review and monitor the use of P-card's; record transactions.
  • Prepare monthly financial reports for the North Carolina Community College System Office.
  • Assist in preparation of annual financial statements. 
  • Aid in the annual EAGLE internal control examination report.
  • Maintain results of the business office employees by training, coaching, and counseling; as needed. 

Marginal Functions:

  • Recommend and implement changes in accounting and auditing  systems and procedures.  
  • Attend meetings and workshops to improve skills and stay current with account trends and updates.
  • Assist employees and students; as needed. 
  • Perform other duties as assigned.

 Qualifications and Working Conditions:

Knowledge of:

Generally accepted accounting principles and procedures.

Principles and practices of budgeting and financial auditing.

Modern office methods, practices, procedures and computer equipment.

Governmental accounting principles and practices.

Financial research and report preparation methods and techniques.

Laws regulating public finance and fiscal operations.

Automated accounting and financial management systems.

College policies and procedures.

English usage, spelling, grammar and punctuation.

Ability to:

Develop and implement accounting system modifications.

Analyze and interpret complex financial and accounting records.

Prepare a variety of complex financial statements, reports and analyses.

Develop and administer an efficient records management system.

Interpret and apply Federal, State and local policies, laws, and regulations.

Interpret, explain, and enforce CCC&TI policies and procedures.

Work independently in the absence of supervision.

Utilize computer equipment and software to produce complex reports, informational items, tracking systems and related documents.

Examine and verify a wide variety of financial documents and reports.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain cooperative working relationships with those contacted in the course of work.

 

Environmental Conditions:

The employee should have the ability to effectively handle a work environment and conditions which involve an office workspace and working closely with others.

The employee must sustain the work environments by maintaining equipment and supplies, ensuring overall cleanliness, functionality, and conformance to OSHA standards to provide a safe work environment.

 

Description:

The Controller performs professional accounting activities; maintains a variety of accounts, ledgers, and financial records; and prepares a variety of college financial reports and other area reports as required; communicates the results of operations both orally and in writing; works with college personnel and outside agencies.

Physical Conditions:

Physical and marginal functions require the ability to maintain physical condition appropriate to the performance of assigned duties and responsibilities, which may include the following; standing, walking or sitting for extended periods, moderate lifting and carrying, general manual dexterity, operating assigned equipment, and extended exposure to computers screens.

The employee must maintain effective audio-visual discrimination and perception needed for making observations, reading and writing, operating assigned equipment, communicating with others, and handling varied tasks simultaneously.

Additionally, the employee must maintain mental capacity, which permits making sound decisions and using good judgment, demonstrating intellectual capabilities, and evaluating the effectiveness of programs and personnel. 

 

Scheduling Conditions:

This is a full-time, 12-month position, which requires the employee to be on campus or at an approved alternate location for at least thirty-six hours per week, Monday through Thursday, 8:00am-5:00pm, and Friday, 8:00am-12:00pm. This position generally works daytime hours, but has the potential for occasional evening or weekend hours.

 

Traveling Conditions:

Local travel between the Caldwell campus, Watauga campus, or any off-campus sites, maybe needed. Out-of-state travel is limited, but may be required for training and conferences.
