Position Description

DEFINITION:

To perform a variety of professional level duties and responsibilities involved in performing complex statistical analysis, payroll preparation, and perform various related activities in support of the financial planning operation.

 

SUPERVISION RECEIVED AND EXERCISED:

  • Receives general supervision from Vice President of Human Resources
  • Exercise technical and functional supervision over assigned payroll technicians.

 

Duties & Responsibilities (Essential Functions)

 

ESSENTIAL AND OTHER IMPORTANT FUNCTIONS STATEMENTS:

Essential and other important responsibilities and duties may include, but are not limited to, the following:

 

Essential Functions:

  • Coordinate the monthly payroll process to ensure accuracy and timeliness of all payments
  • Compute and balance the monthly payroll for the college; audit leave and payroll records ensuring compliance with college policies, procedures, and regulations; prepare and balance payroll reports
  • Process personnel and payroll transactions making appropriate adjustments to the college’s payroll system; coordinate payroll information with Human Resources
  • Process and calculate a variety of payroll actions including wage garnishments, salary increases, benefits withholding, comp time, and workers compensation 
  • Reconcile leave balances in Colleague with the leave balances in timekeeping system
  • Prepare and distribute various reports and paperwork related to the payroll function; verify and distribute employee deduction checks to appropriate vendors; verify employee and employer wages subject to Federal and State taxes, FICA, and retirement deductions
  • Prepare quarterly tax reports for distribution to various governmental agencies; balance, print, and oversee distribution of W-2 forms for college employees; assist with all year-end reports related to payroll including year-end accruals and the vacation and bonus leave accrual
  • Work closely with the Director of Budget to ensure position budget codes are correct
  • Assist the Director of Budget in researching any payroll issues that affect the balancing of month-end reports to the North Carolina Community College System Office
  • Upload monthly retirement files to the State Treasurer’s office
  • Maintain current competency in regulatory compliance issues related to payroll
  • Create and maintain process documents for all duties
  • Ensure payroll department is cross-trained on all Payroll duties
  • Effective communication skills with all departments and employees

Other Important Functions:

  • Assist with internal and external audits 
  • Assist employees with questions regarding payroll deductions and salaries
  • Perform other related duties and responsibilities as assigned

 

Qualifications

 

QUALIFICATIONS:

 

Knowledge of:

  • Advanced procedures and techniques involved in payroll preparation.
  • General principles of accounting and basic statistics.
  • College, State, and federal laws and regulations regarding payroll administration.
  • Payroll and spreadsheet software applications.
  • Research methodology, reporting techniques and report preparation principles.
  • Mathematical principles.
  • English usage, spelling, grammar, and punctuation.
  • Principles of economics, financial analysis, and cost-benefit analysis.
  • Modern office procedures, methods and computer operation.
  • Basic principles and practices of benefits administration.

Ability To:

  • Coordinate the preparation and monitoring of a large college payroll.
  • Gather, organize and analyze statistical data.
  • Effectively administer assigned programmatic responsibilities.
  • Participate in all aspects of the payroll function for the college.
  • Perform administrative duties with minimal supervision.
  • Establish and maintain cooperative working relationships with those contacted in the course of work
  • Interpret and apply CFCC goals, objectives, policies, procedures, rules, and regulations
  • Communicate clearly and respectfully, both verbally and in writing
  • Maintain effective audio-visual discrimination and perception needed for:

EXPERIENCE AND TRAINING GUIDELINES:
