Minimum Qualifications

The incoming Vice President will have a high level of accountability and integrity, and will maintain the highest ethical standards. The ideal candidate will be a collaborative and innovative leader, committed to fostering a culture of accountability and trust across the College, while working with internal and external parties to ensure College needs and objectives are met. 

Experience and knowledge of budget development, administration, and the ability to develop, interpret and apply College policies, procedures, rules and regulations is required. This position requires knowledge necessary to maintain College accreditation standards related to finance and administrative services area as required by SACSCOC. 

Possess highly developed analytical skills, writing, accounting and presentation skills, and the ability to communicate effectively with College partners, faculty and staff. Position requires demonstrated abilities to plan and coordinate new construction and renovation projects, and properly award contracts for compliance and/or resolution of contract deviations.

Bachelor’s degree in business, management, accounting or closely related field with 3-5 years of experience including increasing responsibility in finance and administration with supervisory experience.   Ability to organize, manage, meet deadlines and to work cooperatively with faculty, staff, and students.

Preferred Qualifications

Master’s degree in business or accounting with 5-8 years of experience with increasing responsibility in finance and administration and significant supervisory experience or CPA.  A strong background in financial management and experience in education/administration preferred.

Knowledge and understanding of the North Carolina Community College System, including budgeting, financial policies, and construction guidelines. 

Position Description

The Vice President of Finance and Administrative Services is the chief financial officer and is responsible for exercising administrative leadership over the college’s financial activities, auxiliary services, and physical plant operations to include the planning, development, implementation, coordination and monitoring of business and fiscal programs, policies and procedures. 

Essential Duties

  • Direct the management of all financial activities of the College including the business office, purchasing, fixed assets, capital projects, contract management, human resources, auxiliary services, and Performing Arts Series. 
  • Direct the operational management of facility rentals, maintenance and custodial services. 
  • Direct the preparation of the college’s annual budget for state, county and institutional funds by collaborating with all departments to ensure compliance with federal, state, and local regulations.
  • Direct the financial management of student aid and scholarships and review the collection, disbursement and required reports.
  • Direct the administration of funds for federally sponsored programs and ensure the college’s registration remains current in sam.gov.
  • Provide literacy on budget-related processes and explain allocation methodology.
  • Review and evaluate the college’s accounting and financial internal control systems and procedures and provide recommended improvements.
  • Manage the cash flow for the college to ensure compliance with all federal, state, and local financial regulatory agencies.
  • Manage the college’s long range master plan, including construction and renovation projects. 
  • Prepare financial records, financial analyses and provide appropriate controls and audits including the preparation of college budgets with the President and other personnel designated by the President.
  • Oversee the financial statement preparation annually and coordinate the biennial audit with the state auditors.
  • Review insurance policies annually to ensure adequate coverage for property, liability, and vehicle insurance.
  • Prepare monthly financial reports for the President and the Board of Trustees.
  • Attend Board of Trustee meetings.
  • Perform other related duties incidental to the work described herein and as assigned by the President.
