Minimum Qualifications

This position requires two years of experience in working with low-income/first-generation adults; two years of experience advising or counseling individuals toward entering an institution of postsecondary education or re-entering an educational service program. Strong interpersonal skills with the ability to build rapport and establish trust with program participants and community partners. Excellent communication skills, both verbal and written, with the ability to present information effectively in group settings and one-on-one interactions. Ability to work independently, manage time effectively, and meet deadlines. Proficiency in Microsoft Office Suite and other relevant software. Cultural sensitivity and awareness of the challenges faced by individuals from disadvantaged backgrounds. Passion for promoting education as a means of empowerment and socio-economic advancement. Bachelor's degree in education, social work, counseling, or a related field.  

Preferred Qualifications

Physical Requirements:  Must be physically able to operate a variety of machines and equipment including a computer, telephone, basic office equipment, vehicle, etc. Must be able to exert up to ten pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting much of the time, but involves walking and standing, stooping, kneeling, pushing, pulling, etc. for periods of time.  Must be able to lift and /or carry weights of up to 50 pounds.

 

Data Conception:  Requires the ability to compare and/or judge the readily observable functional, structural or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things.

 

Interpersonal Communications:  Requires the ability of speaking and/or signaling people to convey or exchange information.  Includes giving assignments and/or directions to volunteers and receiving assignments and/or directions from supervisor.

 

Language Ability:  Requires ability to read a variety of policy and procedure manuals, regulations, reports, etc. Requires the ability to prepare reports, schedules, correspondence, etc. with proper format, punctuation, spelling and grammar, using all parts of speech.  Requires the ability to speak with and before others with poise, voice control and confidence.

 

Intelligence:  Requires the ability to apply principles of logical thinking to define problems, collect data, establish facts and draw valid conclusions; to interpret an extensive variety of technical instructions in mathematical or diagrammatic form; to deal with several abstract and concrete variables. Requires the ability to make independent judgments in absence or supervision; to acquire knowledge of topics related to primary occupation.  Must have the ability to comprehend and interpret received information and to understand and implement basic office machinery functions.

 

Verbal Aptitude:  Requires the ability to record and deliver information, to explain procedures, to follow and give verbal and written instructions, to counsel and teach volunteers and inmates.  Strong Communication, interpersonal, written, oral and organizational skills. Ability to conduct effective public presentations.   Proficient with Microsoft Office, particularly word processing and data management.

 

Numerical Aptitude:  Requires the ability to add and subtract totals, to multiply and divide, to determine percentages and decimals and to determine time.

 

Forms/Spatial Aptitude:  Requires the ability to inspect items for proper length, width and shape, and visually read various information.

 

Motor Coordinator:  Requires the ability to coordinate hands and eyes using office machinery; and to drive motor vehicles.

 

Manual Dexterity: Requires the ability to handle a variety of items, keyboards, office equipment, control knobs, buttons, switches, catches, etc. Must have minimal levels of eye/hand/foot coordination.

 

Color Discrimination and Visual Acuity:   Requires the ability to differentiate colors and shades of color; requires the visual acuity to determine depth perception, peripheral vision, inspection for small parts; preparing and analyzing written or computer data, etc.

 

Interpersonal Temperament:  Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency, unusual or dangerous situations. The worker may be subject to danger or risk to a slight degree.

Position Description

The Outreach Specialist, TRIO: Educational Opportunity Centers (EOC) collaborates with Program Administrators in the development and implementation of a recruitment and outreach plan designed to increase the number of adults who enroll in postsecondary education. The Outreach Specialist will engage in recruitment and outreach duties to include but not limited to community agencies, social service agencies, high schools, halfway houses, libraries, agency visitations, and public presentations. This position will conduct outreach and recruitment activities in the Edgecombe/Nash counties. This position is grant-funded Reports to Director, TRIO Programs.  

  • Collaborate with the Program Coordinator, Outreach Specialists, and the Administrative Assistant/Data Specialist in executing the EOC strategic plan with the aim of exceeding program goals and objectives.
  • Complete intake forms, needs assessment, and other required documents for program participation.
  • Provide one-on-one guidance to participants, assessing their educational needs, goals, and barriers.
  • Assist participants in completing admissions and financial aid applications and other pre-enrollment services. 
  • Conduct recruitment and outreach activities to identify and connect with individuals who are eligible for the TRIO: Educational Opportunity Centers services.
  • Collaborate with local schools, community organizations, and other relevant institutions to spread awareness of the program and its benefits.
  • Develop and maintain strong relationships with community partners to ensure a consistent flow of referrals and participant engagement.
  • Organize and facilitate workshops, seminars, and events to provide information on educational opportunities, financial aid, admissions, career planning, and other related topics.
  • Collaborate with program staff to evaluate and improve recruitment and outreach strategies, materials, and overall effectiveness of the program.
  • Stay abreast to the changes in educational policies, financial aid regulations, and career development trends to provide accurate and current information to participants.
  • Prepare regular reports on recruitment and outreach efforts, participant engagement, and program impact for program administrators and stakeholders.
  • Assist the department in achieving the annual outreach and recruitment goal of 1,000 participants. 
  • Be available for a flexible schedule including day, evening and possibly weekend hours, experience with community agencies and low-income populations is a plus. 
  • Participate in staff development training programs as assigned.
  • Must be willing to travel. This position is in the Edgecombe/Nash County area and will work closely with our partner agencies in Tarboro, Rocky Mount, and surrounding cities in Edgecombe/Nash County. 
  • Ability to work in a fast-paced, often ambitious/demanding environment while maintaining agreed upon work schedules and deliverables.
  • Other duties as assigned by supervisor.
