Bachelor’s degree in education, social work, or related field (Master’s degree preferred); at least two years of experience in working with low-income/first-generation adults; two years of experience in providing assistance or counseling participants toward entering an institution of post-secondary education or re-entering an educational program; experience working with adults from diverse backgrounds; knowledge of collegiate, academic, and financial aid procedures; preference of hiring individuals who have succeeded in overcoming disadvantaged circumstances similar to EOC participants.

Position Description

The primary purpose of this section is to recruit and assist 1,000 EOC participants annually in enrolling in post-secondary education or obtaining a credential.  Under the direct supervision of the EOC Coordinator/Outreach Specialist, this position is responsible for ensuring that the Plan of Operation is addressed as referred to in the EOC grant.

Essential Functions:
This information is intended to be descriptive of the key responsibilities of the position.  The list of essential function below does not identify all duties performed by any single incumbent in this position.    
 
Outreach Services: 90%
 Responsible for initiating and completing project activities which take place at the College, community agencies, churches, businesses, and community organizations.

Conducts academic enrichment workshops both on campus and off campus to include workshops on financial literacy education, study skills, test-taking skills, and time management.
 
Provides individual and group counseling, career development counseling, and information on post-secondary education opportunities.
 
Assists students in completing post-secondary education admissions applications and financial aid forms, and coaching for entrance exams.
 
Must travel within the four assigned counties (Halifax, Hertford, Bertie, and Northampton) to identify and assist clients with post-secondary education enrollment or obtaining a credential.
 
Maintains and updates a participant recruitment base of applicants and provides monthly applicant follow up via phone call, visit, email, etc.
 
Administer career assessment inventories to participants or refer to the College’s certified practitioner for assessment.

Provide follow-up with clients to ensure that they are enrolled in college and making progress.
 
Assist in the development and/or selection of program marketing materials including flyers, brochures, posters, and multi-media presentations.
 
Must be flexible in coordinating and participating in both on and off campus program activities, i. e. meetings, conferences, participant activities.
 
Perform other duties outlined by the EOC Coordinator/Outreach Specialist and the Director of TRiO programs within the parameters of the U. S. Department of Education guidelines. 
 
Professional Development:  10%
 Must maintain current knowledge of programs, trends, and new developments in federal TRiO programs.
 
Must complete TRiO training workshops annually.
 
Must receive required hours of professional development as indicated in HCC Personnel Manual.
  
Committees:
 Serve on various College committees as assigned.
 
Working Conditions:

Must demonstrate interpersonal skills applicable to working with diverse groups of employees, students, and patrons.
 
Must provide excellent customer service to internal and external customers.
 
Perform other duties as assigned.
