Minimum Qualifications

This position requires two years’ experience in working with low income/first generation adults; two years’ experience providing assistance advising or counseling students toward entering an institution of postsecondary education or re-entering an educational program; experience working with individuals from a diverse background; knowledge of collegiate, academic and financial aid procedures; preference to individuals who have succeeded in overcoming disadvantaged circumstances like those of the EOC Participants.  Bachelors’ degree experience in education, social work, or related field.

Physical Requirements:  Must be physically able to operate a variety of machines and equipment including a computer, telephone, basic office equipment, vehicle, etc.  Must be able to exert up to ten pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting much of the time, but involves walking and standing, stooping, kneeling, pushing, pulling, etc. for periods of time.  Must be able to lift and /or carry weights of up to 50 pounds.

Data Conception:  Requires the ability to compare and/or judge the readily observable functional, structural or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things.

Interpersonal Communications:  Requires the ability of speaking and/or signaling people to convey or exchange information.  Includes giving assignments and/or directions to volunteers and receiving assignments and/or directions from supervisor.

Language Ability:  Requires ability to read a variety of policy and procedure manuals, regulations, reports, etc. Requires the ability to prepare reports, schedules, correspondence, etc. with proper format, punctuation, spelling and grammar, using all parts of speech.  Requires the ability to speak with and before others with poise, voice control and confidence.

Intelligence:  Requires the ability to apply principles of logical thinking to define problems, collect data, establish facts and draw valid conclusions; to interpret an extensive variety of technical instructions in mathematical or diagrammatic form; to deal with several abstract and concrete variables. Requires the ability to make independent judgments in absence or supervision; to acquire knowledge of topics related to primary occupation.  Must have the ability to comprehend and interpret received information and to understand and implement basic office machinery functions.

Verbal Aptitude:  Requires the ability to record and deliver information, to explain procedures, to follow and give verbal and written instructions, to counsel and teach volunteers and inmates.  Strong Communication, interpersonal, written, oral and organizational skills. Ability to conduct effective public presentations.  Proficient with Microsoft Office, particularly word processing and data management.

Numerical Aptitude:  Requires the ability to add and subtract totals, to multiply and divide, to determine percentages and decimals and to determine time.

Forms/Spatial Aptitude:  Requires the ability to inspect items for proper length, width and shape, and visually read various information.

Motor Coordinator:  Requires the ability to coordinate hands and eyes using office machinery; and to drive motor vehicles.

Manual Dexterity: Requires the ability to handle a variety of items, keyboards, office equipment, control knobs, buttons, switches, catches, etc. Must have minimal levels of eye/hand/foot coordination.

Color Discrimination and Visual Acuity:  Requires the ability to differentiate colors and shades of color; requires the visual acuity to determine depth perception, peripheral vision, inspection for small parts; preparing and analyzing written or computer data, etc.

Interpersonal Temperament:  Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency, unusual or dangerous situations. The worker may be subject to danger or risk to a slight degree.

Knowledge of Job:  Has thorough knowledge of the methods, policies, and procedures of the Student Development Services as they pertain to the performance of duties of the TRIO program. Has considerable knowledge of the principles and practices associated with TRIO activities, particularly those involving identifying educational needs of the community in relation to available College services. Has considerable knowledge of methods for conducting needs analyses, compiling statistical data, identifying trends, and developing strategic goals. Has considerable knowledge of the laws, ordinances, standards, and regulations pertaining to the essential duties and responsibilities of the position. Is able to comprehend, interpret, and apply regulations, procedures, and related information. Has comprehensive knowledge of the terminology, principles, and methods utilized within the department. Position Description

The Outreach Specialist, TRIO: Educational Opportunity Centers (EOC) collaborates with the Program Coordinator, TRIO: Educational Opportunity Centers (EOC) and the Director, TRIO Programs in the development and implementation of a recruitment plan which seeks individuals eligible for EOC services. Recruitment duties include but not limited to outreach to community agencies, social service agencies, schools, halfway houses,  libraries, agency visitation, and public presentations. Provides information and statistical reports on recruitment activities and uses such information as a basis for making recommendations for changes or modifications to improve recruitment efforts. This position will primarily recruitment participants from Edgecombe County.  Reports to Director, TRIO Programs.

  • Collaborates with the EOC Coordinator,Outreach Specialists (3), and Administrative Asst/Data Specialist in executing the EOC strategic plan with the aim of exceeding program goals and objectives
  • Provide financial aid, admissions, and career counseling functions as outlined in the EOC Grant
  • Conduct individual and group sessions relative to admissions, financial aid and career counseling.
  • Assist participants in completing admissions and financial aid applications.
  • Develop and maintain library of resource materials.
  • Complete the Intake/Enrollment Form, Assessment Record and other required document for EOC participants. 
  • Participate in staff development training programs as assigned.
  • Supports the EOC Grant in efforts to market the Center’s services to develop relationships with community agencies, to assist the organization in achieving annual enrollment goals and to enhance the Center’s visibility and image within the community.
  • Candidates must have a commitment to evening, weekend and/or offsite assignments with adjusted day/week schedule. 
  • Candidates must also be available for a flexible schedule including day, evening and possibly weekend hours. Experience with community agencies and low-income populations is a plus. 
  • Must be willing to travel. This position is located in the Pitt County area and will work closely with our partner agencies in  Greenville, Farmville, and surrounding cities in Pitt County. Performs related duties as directed.
