Minimum Qualifications

Graduation from an appropriately accredited institution for paralegal training and two years of experience as a paralegal; or Bachelor’s degree from an appropriately accredited institution and two years of substantive paralegal experience; or High school or General Education Development (GED) diploma and six years of paralegal experience performing delegated, substantive legal work; or an equivalent combination of education and experience.

Position Description

This position is responsible for assisting the General Counsel of the NC Community College System in in providing superior legal assistance to community college stakeholders and  supporting the business needs of the Legal Affairs office.  This position is responsible for providing legal assistance, consultative services, and interpretations pursuant to the North Carolina General Statutes (primarily Chapter 115D), the State Board of Community Colleges Code (SBCC Code), multiple federal statutes and regulations, and state and federal cases as well as monitoring the activities of the legislature for matters potentially affecting the community college system.  This position does legal research and legal writing that requires legal analysis.  Specifically, this position requires the ability to 1) research federal and state case law; 2) research federal and state statutes; 3) research federal and state administrative law; 4) interpret and analyze the aforementioned laws; 4) apply the aforementioned laws to appropriate fact scenarios; and 5) clearly communicate the legal analysis as applied to the facts at issue in writing and orally.  The position also assists the General Counsel in drafting, accurately preparing, filing, and presenting SBCC Code rules in a timely manner; researching and collecting information from federal and state law publications and from the internet; and timely communicating changes in statutes and in the SBCC Code to community college constituents.  The position provides office management assistance to include assisting in responding to legal questions; accurately preparing and proofreading correspondence and legal documents; coordinating and preparing travel documents accurately and maintaining and organizing electronic and physical office files and databases. Furthermore, the position is responsible for assisting the General Counsel in managing legal interns and externs, maintaining and updating inquiry log databases, maintaining and updating the State Board of Community Colleges Code and Legal Affairs website, and managing the General Counsel's calendar and meeting schedules.

PREFERENCES:  The General Counsel prefers familiarity with conducting legal research and conducting legal analysis on the state and federal level and being able to demonstrate such familiarity; an ability to synthesize information from a variety of sources; the ability to successfully multi-task; a combination of office management and paralegal experience; experience with being detail-oriented; experience with Microsoft Office; experience with SharePoint; an ability to take initiative at appropriate times; conscientious; familiarity and comfort with using various forms of technology; one that requires minimal direction; strong oral  and written communication skills; strong customer service skills; and professionalism.  Paralegal certification is preferred.
