Position Description

Under the direction of the Controller, performs technical and specialized governmental accounting work processing and maintaining the payroll for the College; maintains related longevity, deferred compensation, and other records.

Essential Duties:

Prepares and processes full-time and part-time payrolls – including inputting data, salary adjustments, direct deposit information, transmitting direct deposits, and other payroll information as needed.  Creates and maintains payroll spreadsheets for all full-time and part-time college personnel as a reconciliation tool to the Colleague payroll system that includes salaries, longevity, overload pay, and for any other pay adjustments that may be needed.  Responsible for full-time and part-time payrolls – including contract data entry and the completion of payroll process in its entirety.  Performs specialized technical payroll calculations involving gross pay, retirement, taxes, contract calculation, retroactive pay, fringe benefits and leave records.  Manages and maintains documentation regarding garnishment deductions and payment activities as they relate to payroll.  Maintains benefit spreadsheets and reconciles to monthly invoices to ensure employee deductions are accurate and works with Accounts Payable to process vendor payments.  Answers all inquiries and provides information; researches and resolves payroll and benefit problems and discrepancies.   Works directly with Human Resources to confirm payroll related information and determine deductions and benefits (as needed).  Prepares deposits for payroll (direct deposit, voluntary retirement contributions, Federal and FICA taxes, and SECU payroll deductions).  Prepares payroll journal entries for input into Colleague such as payroll related journal entries for year-end including accumulated vacation leave and accrued salaries.  Checks monthly time sheets for non-exempt salaried employees and track compensatory time.  Reviews and analyzes all payroll data for accuracy; calculates earnings and enters the payroll data into Colleague; updates payroll data as needed to ensure accurate processing.   Process and prepare payroll checks and direct deposit advices and all related monthly payroll reports.   Responsible for quarterly payroll tax (Federal 941 and NC Withholding), quarterly unemployment records and reports, W-2 processing, and being the primary contact for payroll tax exceptions.  Responsible for surveys, all payroll reporting to NCCCS, variety of governmental agencies, and other organizations, and other financial related reports including but not limited to longevity, annual leave rollover and compensated absences.  Ensures compliance and confidentiality with all policies and procedures of the College, NC Community College System, and applicable State and Federal agencies.  Assists the VP of Finance and Administrative Service in all aspects budget and payroll procedures and processes to best benefit the College’s efficiency.  Works directly with Human Resources during open enrollment to ensure that all benefit/deduction changes are updated in Colleague and all changes are reviewed for accuracy.  Prepare and submit annual leave accruals, deferred compensation, and retirement contributions to the NC Office of State Auditors.  Serves on institutional committees as appointed.  Performs other duties as assigned.


Knowledge of: Payroll practices and principles and their relationship to accounting requirements.  Laws, rules, regulations, policies and practices applicable to the payroll function.  Principles and practices of PC’s and related software.  Ability to:  Communicate effectively verbally and in writing.  Operate a PC and related software.  Maintain effective working relationships with other people.  Maintain payroll records.  Make arithmetic computations accurately and with reasonable speed.   Use sound judgment in handling payroll and personnel records and related issues.
