Minimum Qualifications
Bachelor's degree in Business Administration or related field with five (5) years of experience in direct procurement and contract management
or
Associate's degree in Business or a related field with seven (7) years of experience in direct procurement and contract management
Knowledge, Skills, and Abilities
Knowledge of General Statutes, rules and regulations pertinent to procurement for the Purchasing and Contract Division and state government
Knowledge of procurement solicitation documents and use of each
Knowledge of contract management
Knowledge of various categories and pricing structures of materials and services being purchased and methods in relation to purchasing functions
Knowledge of communications and information technology equipment and services
Skilled in leading team members and delegating assignment of purchase requests;
Strong organization, time management, and effective multi-tasking skills
Effective verbal and written communication skills
Skilled at creating and editing documents with a high degree of accuracy using proper grammar, punctuation, and spelling
Strong mathematic skills as it relates to purchasing and contract management
Demonstrated skill at using E-Procurement systems, MS Word, Excel, PowerPoint, and Outlook, and general office equipment (computers, copiers, printers, fax machines, telephones, etc.)
Ability to research data, evaluate product specifications, functions and related costs and make recommendations on such
Ability to prepare reports and present findings
Ability to maintain and evaluate records
Ability to establish and maintain effective working relationships
Preferred Qualifications
Three (3) years of experience in a large scale government purchasing or contract management
Demonstrated experience in the development of IT solicitation procurement documents or other complex services procurement documents
Experience with the NC eProcurement System
Five (5) years of experience managing complex contracts
Position Description

*Manage procurement administration and workflows for the acquisition of goods and services to meet College business and operational requirements in accordance with NC General Statutes, Administrative Code and College policies and procedures
*Prepare and analyze solicitations for accurate and effective execution of complex business service agreements and procurement methods (RFP, RFQ, IFB, State Term Contracts, Cooperative Agreements and Waivers of Competition)
*Coordinate the procurement process for complex goods, services and technology acquisitions including analysis of solution requirements; determination of procurement method; development of specifications, evaluation criteria and contract management directives; and solicitation project preparation and management
*Direct contract management process to manage acquisition, renewal, termination or extension of service contracts, licenses and warranties based on the terms of the agreement and business decisions concerning the contract life cycle
Maintain organized, accurate and complete records to maintain and retain procurement files according to State regulations
Lead vendor meetings, solicitations, and procurement engagement discussions
Provide formal procurement, e-procurement and contract management training for end users as well as ongoing coaching and customer support for all phases of the procurement process
Negotiate costs, deliverables and performance between suppliers and College stakeholders
Provide project coordination support to project coordinators and project leaders from end user departments
Prepare and administer amendment, addendum and renewal documentation for contractual agreements
Resolve problems with vendors on contract performance as well as procurement protests and disputes relating to discrepancies in bids, deadlines, and other related issues
Assist end users in monitoring and managing vendor performance using reporting procedures and procurement file documentation
Conduct regulatory and market research to stay abreast of changes procurement laws, industry trends, technology, strategic sourcing opportunities, price fluctuations, and materials availability
Completes an annual applied benchmark project on an individual or group basis
