Position Description

The North Carolina Community College System (System Office) is a statewide network of 58 public community colleges. The system enrolls over 500,000 students annually. It is the 3rd largest in the nation based on the number of colleges. It also provides data to the North Carolina Learning Object Repository by collecting, contributing, and sharing digital learning resources for use in traditional or distance learning environments. NC Community Colleges System Office has an opening for a Program Coordinator I in the Programs and Student Services Division. The recruitment range: $35,788 – $49,208.

The Programs and Student Services Division provides leadership, assistance, and consultation to the 58 community colleges in the areas of academic programs, adult basic education, workforce development, continuing education, student success initiatives, financial aid, national post-secondary education policy research, institutional research, and performance management.  Staff within the Division develops and administers state-level policies and strategies to improve student access, enhance program quality, and increase student success.  In addition, the staff engages college faculty and administrators to develop, field test, evaluate, and disseminate best practices that support student success. 

DESCRIPTION OF WORK:  The College and Career Readiness unit provides leadership, oversight, policy development, and dissemination of research based instructional practices and support to Title II Adult Education and Family Literacy (AEFLA) WIOA providers to provide adult education and literacy services to assist adults to obtain knowledge and skills, English language skills, and secondary school diploma needed for transition to postsecondary education, training, employment, Preference and economic self-sufficiency

.The position is primarily charged with planning, coordinating, implementing, and evaluating processes to enhance performance and compliance accountability for all Title II providers. Additionally, this position is responsible for analyzing data from multiple sources to support special state leadership initiatives, serving as a technical resource for the collection and reporting of Title II.

Provide administrative support to State Director and Assistant State Director to develop internal and maintain processes necessary for Title II reporting and compliance.

Provide statewide accountability for the funding allocated by the unit to providers to assure compliance with federal and state laws, regulations and policies while establishing effective mechanisms to promote accountability to outlined in Title II.

Develop and maintain internal processes to oversee and evaluate compliance for state leadership requirements as outlined by OCTAE.

Serve as main point of contact and track inquiries from adult learners and subrecipient grantees.

Manage all aspects of preparing State Board items including tracking of action items associated with these items.

Assist with local monitoring data review and auditing protocols and provide technical assistance as needed.

Perform data analysis and presentations as needed on data and compliance workflows as needed.

KNOWLEDGE/SKILLS/AND ABILITIES:

  • Knowledge of state laws and regulations relating to community colleges.
  • Knowledge of WIOA II requirements and performance indicators for Title II partners.
  • Knowledge of the use of computer systems and programs in collecting, storing, retrieving, analyzing, and reporting data; basic understanding of the governmental process and the community college system.
  • Strong oral and written communication skills; strong interpersonal skills; strong critical thinking and comprehension skills; strong analytical ability (specifically data collection and interpretation); experience in software applications useful to formatting and reporting data for publication to the Website; ability to access and manipulate electronic databases and computer information systems to generate reports using software; ability to conduct hands-on training sessions for users of the unit’s information systems applications.
  • Ability to promote coordination by mobilizing groups and team building and through communication with diverse provider groups.
  • Ability to interpret and apply departmental, federal, and state rules, regulations, and policies to position activities, and knowledge of basic organization of state government.
  • Ability to explain and evaluate procedures used in the compliance review.
  • Working knowledge of financial processes.
  • Ability to evaluate data and prepare clear, concise reports.
  • Ability to plan, schedule, and coordinate activities.
