DESCRIPTION OF WORK:  This position involves assisting the Coordinator of Compliance and Integrated English Literacy and Civics Education (IEL/CE), as well as the Assistant State Director of Adult Education, and the Adult Education Coordinator of Assessment and Instruction in a variety of areas including compliance regulations and technical assistance, RFP development and grant application review, grant budget review, and  program monitoring for Title II providers funded by the Adult Education and Family Literacy Act (AEFLA), Sections 231, 243, and 225. Work is performed under the general supervision of the Coordinator of Compliance and IEL/CE. This position will also:

  • Assists in setting priorities for fiscal guidance and budget development for providers funded by the 225 and 243 Federal awards.
  • Provides consultative and technical assistance on 243 and 225 policies and procedures relating to compliance and competitive grant applications.   
  • Coordinates and helps facilitate trainings with various 243 and 225 funded providers on compliance policies, program monitoring of operations, and innovative project implementation.
  • Tracks and reviews IEL/CE applications, budgets, and program changes for approval by Coordinator of Compliance and IELCE.
  • Assists the Coordinator of Compliance and IEL/CE with special research projects by compiling data, completing data analysis, aggregating, and disaggregating data, arranging meetings, and administrative assistance.
  • Coordinates NCCCS College and Career Readiness Section activities as they pertain to monitoring, a key component of Title II state level responsibility. These activities include maintaining the monitoring portal, organizing, and archiving monitoring submissions and guidance, arranging, and coordinating monitoring visits and online submissions.
  • Assists the Assistant State Director, the Coordinator of Assessment and Instruction, and the Coordinator of Compliance and IELCE in the development of agendas, presentations, program evaluation models, and compliance documents to assure that all actions are in compliance with the requirements of the Title II Workforce Innovation and Opportunity Act.
  • Assists the Assistant State director, the coordinator for Assessment and Instruction, and the Coordinator for Compliance and IELCE with the Federal Competitive Request for Proposal (RFP) process, specifically for Sections 225 and 243 of the WIOA Federal award and appeal process.  Prepares and formats RFP documentation as requested. Review RFP documents for accuracy, consistency, and clarity.
  • Disseminates 243 and 225 trainings and/ or best practices.   
  • Serves as fiscal liaison to NCCCS Business and Finance Division on budget planning and requirements, specifically for Sections 225 and 243 of the WIOA Federal award.
  • Serves as fiscal liaison to Title II Section 225 and 243 funded program directors and local community college business offices. In this capacity, the employee will work directly with local community college Chief Fiscal Officers (CFOs) to ensure that all fiscal documents submitted are in compliance with the Title II Section 243 WIOA requirements.
  • Creates and tracks data reports for Title II Sections 225 and 243 as needed.
  • Maintains and tracks Adult High School Agreements of Affiliation and records as to which college offers which credits.
  • Maintains database on which tests are offered at which provider and who are staff trained to administer approved tests.
  • Assists in monitoring and tracking Time and Effort reports.
  • Sets up and provides communication for grant provider calls and meetings. 
  • Performs other duties as assigned.

KNOWLEDGE/SKILLS/AND ABILITIES:

  • Working knowledge of Federal programs’ policies and procedures.  
  • Extensive knowledge about compliance policies and procedures.
  • Experience in drafting, writing, and editing technical guidance documents.
  • Ability to evaluate programmatic and fiscal information to meet the requirements of Federal programs.
  • Ability to exercise judgement regarding sensitive matters pertaining to the program’s fiscal management and compliance procedures.
  • Ability to effectively communicate confidential information with funded programs regarding regulations, policies, and procedures.
  • Experience with the handling of confidential fiscal and programmatic information.
