Minimum Qualifications

Bachelor’s degree in education, social work, or related field (Masters’ degree preferred).

This position requires a minimum of two years of experience working with low income/first generation adults that included advising or counseling students toward entering an institution of post-secondary education or re-entering and educational program. Student recruitment experiences a plus. Experience working with individuals from a diverse background; knowledge of collegiate, academic and financial aid procedures.

Preferred Qualifications

Physical Requirements:  Must be physically able to operate a variety of machines and equipment including a computer, telephone, basic office equipment, vehicle, etc.  Must be able to exert up to ten pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting much of the time, but involves walking and standing, stooping, kneeling, pushing, pulling, etc. for periods of time.  Must be able to lift and /or carry weights of up to 50 pounds.

Data Conception:  Requires the ability to compare and/or judge the readily observable functional, structural or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things.
 
Interpersonal Communications:  Requires the ability of speaking and/or signaling people to convey or exchange information.  Includes giving assignments and/or directions to volunteers and receiving assignments and/or directions from supervisor.
 
Language Ability:  Requires ability to read a variety of policy and procedure manuals, regulations, reports, etc. Requires the ability to prepare reports, schedules, correspondence, etc. with proper format, punctuation, spelling and grammar, using all parts of speech.  Requires the ability to speak with and before others with poise, voice control and confidence.

Intelligence:  Requires the ability to apply principles of logical thinking to define problems, collect data, establish facts and draw valid conclusions; to interpret an extensive variety of technical instructions in mathematical or diagrammatic form; to deal with several abstract and concrete variables. Requires the ability to make independent judgments in absence or supervision; to acquire knowledge of topics related to primary occupation.  Must have the ability to comprehend and interpret received information and to understand and implement basic office machinery functions.
 
Verbal Aptitude:  Requires the ability to record and deliver information, to explain procedures, to follow and give verbal and written instructions, to counsel and teach volunteers and inmates.  Strong Communication, interpersonal, written, oral and organizational skills. Ability to conduct effective public presentations.  Proficient with Microsoft Office, particularly word processing and data management.
 
Numerical Aptitude:  Requires the ability to add and subtract totals, to multiply and divide, to determine percentages and decimals and to determine time.
 
Forms/Spatial Aptitude:  Requires the ability to inspect items for proper length, width and shape, and visually read various information.
 
Motor Coordinator:  Requires the ability to coordinate hands and eyes using office machinery; and to drive motor vehicles.
 
Manual Dexterity: Requires the ability to handle a variety of items, keyboards, office equipment, control knobs, buttons, switches, catches, etc. Must have minimal levels of eye/hand/foot coordination.
 
Color Discrimination and Visual Acuity:  Requires the ability to differentiate colors and shades of color; requires the visual acuity to determine depth perception, peripheral vision, inspection for small parts; preparing and analyzing written or computer data, etc.
 
Interpersonal Temperament:  Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency, unusual or dangerous situations. The worker may be subject to danger or risk to a slight degree.
 
Physical Communications:  Requires the ability to talk and/or hear: (talking: expressing or exchanging ideas by means of spoken words; hearing: perceiving nature of sounds by ear).

Knowledge of Job:  Has thorough knowledge of the methods, policies, and procedures of the Student Development Services as they pertain to the performance of duties of the TRIO program. Has considerable knowledge of the principles and practices associated with TRIO activities, particularly those involving identifying educational needs of the community in relation to available College services. Has considerable knowledge of methods for conducting needs analyses, compiling statistical data, identifying trends, and developing strategic goals. Has considerable knowledge of the laws, ordinances, standards, and regulations pertaining to the essential duties and responsibilities of the position. Is able to comprehend, interpret, and apply regulations, procedures, and related information. Has comprehensive knowledge of the terminology, principles, and methods utilized within the department. Position Description

The Program Coordinator, TRIO: Educational Opportunity Centers (EOC) is responsible for coordinating in the development and implementation of a recruitment plan designed to assist 1000 adult learners (Annually) apply and enroll into college. In addition, this position will develop outreach marketing materials and promote EOC programs and services to diverse communities. Furthermore, this position will develop partnerships with not-for-profit, public and private sector entities; and assist in the planning, assessing, recruiting, monitoring and managing of student enrollment and placement activities.  The incumbent must have the ability to work independently, handle ambiguity, manage multiple projects and deadlines, as well as possess strong interpersonal skills. This position requires an understanding of equity, diversity, and inclusion with the ability view programs and services from an equity lens. Reports to the Director, TRIO Programs. Travel is required.

Coordinates with the Outreach Specialists (3), and the PT Administrative Asst/Data Specialist in executing the EOC strategic plan with the aim of exceeding program goals and objectives.
 
Conducts applicant intake interviews;  prepare needs assessment, development of Individualized Support Plans (ISP).

Provides personal, academic and financial counseling to project participants on an individual and group basis.

Establishes confidential counseling contact record system in each participant’s files. Shares responsibility for maintaining up-to-date participant monitoring files.
 
Ability to use technology to enhance programming and service delivery. 
 
Assists with the implementation of personal development and careers-exposure/awareness seminars; including identification of speakers of special events. 
 
Manage the monthly employee schedule for EOC Outreach Specialists. Must be committed to work evening and weekend hours as needed.
 
Maintains compliance with federal regulations governing the project. Ensures that all participants meet federal guidelines for program participation. 
 
Assist the director in providing in-service training to new and existing program staff.
 
Ability to utilize Management Information Systems (i.e. Blumen, TRIO Dashboard, etc.) to make informed decisions. 
 
Ability to network and collaborate with stakeholders in support of the program’s goals and objectives. 
 
Ability to work in a fast-paced, often ambitious/demanding environment while maintaining agreed upon work schedules and deliverables.
