Minimum Qualifications
Requirements:
Bachelor's degree in Mechanical Engineering
Five years of experience in design, engineering and project management
Preferred Qualifications
Professional Engineer licensure in the State of North Carolina
Design, engineering or project management experience in large scale higher education capital improvement projects
Certification as a Project Management Professional (PMP) or Certified Construction Manager (CCM)
Position Description
This position maintains and manages construction projects as assigned

*Manages construction schedule and budget for new construction and major renovations
*Ensures that all construction projects meet College's intent, requirements, and standards
*Provides management of project budgets to achieve project program objectives within available financial resources and within allowable schedule constraints, prepares and maintains budget tracking spreadsheets for capital projects
*Conducts bid openings and bid evaluations
*Recommends award of construction contracts
* Performs plan reviews of all capital improvement projects (CIP)
Analyzes the award recommendations of contracted designers
Oversees bid negotiations in cases where lowest bid exceeds allowable project budget
Recommends disposition of negotiated changes to construction contracts
Handles correspondence with vendors
Acts as College's representative during design and construction between user groups and designers and between designers and contractors
Prepares and maintains budget tracking spreadsheets for capital projects
Inspects and monitors construction progress to determine conformance with plans, specifications, codes and project schedule
Reconciles any non-conformance, and resolves within this position's delegated authority
Refers non-conformance to immediate supervisor for guidance and/or assistance in resolution, as appropriate
Evaluates proposals and selects third party consultants for construction material testing, geotechnical, surveying, commissioning, structural peer reviews
Reviews independent testing performed by contracted laboratories and specialty engineering services
Reviews Change Orders and approves, rejects, or negotiates further changes as appropriate
Recommends final disposition
Approves payments to contractors and designers relative to percentage of work completed
Conducts final inspections in conjunction with designers and recommends acceptance for occupancy
Evaluates and documents the performance of designers and contractors during and at the conclusion of projects in accordance with State Building Commission guidelines
Troubleshoots problems in new construction and resolves through warranty considerations
Completes annual applied benchmark project on an individual or group basis
