Position Description

DEFINITION

 

Human Resource Development (HRD) Coordinator is responsible for the overall planning, development, implementation, supervision and evaluation of the HRD Program. Recruits unemployed and underemployed individuals seeking retraining and/or upgrading of skills to remain competitive in the workplace; provides instruction, guidance and support to participants as it relates to career awareness, remediation, education training, employment placements and resource development; promotes program and graduates throughout the community.

 

SUPERVISION RECEIVED AND EXERCISED

  • Receives supervision from the Basic Skills Director.
  • Exercises supervision over HRD staff.

 

Duties & Responsibilities (Essential Functions)

 

ESSENTIAL AND OTHER IMPORTANT FUNCTION STATEMENTS

 

Essential Functions:

 

Maintain working relationship with state HRD office which includes responding in a timely manner to various performance reports; providing state office with local information regarding program activity; attending required; providing leadership and guidance to new HRD programs; and reconciling HRD earn back data.

 

  • Coordinate, oversee and review the Human Resources Development (HRD) program for the college’s employment training and career exploration program.
  • Develop and administer the HRD program budget; forecast funds needed for staffing, equipment, classes, materials and supplies; monitor expenditures; recommend adjustments as necessary.
  • Develop and implement the goals, objectives, policies, and priorities for the HRD program; identify resource needs; recommend and implement policies and procedures.
  • Coordinate, oversee and participate in the teaching and learning process of all HRD instructors.
  • Plan and participate in the recruitment of program participants; prepare and present motivational and career-oriented material about the college before local groups including fliers, brochures and media coverage; register participants for HRD classes; provide orientation for participants.
  • Design and update curriculum to reflect changes in employment market.
  • Seek out grants that will assist in carrying out the mission of HRD.
  • Develop objectives and course outlines for new classes; provide advice on lesson plans and classroom activities
  • Prepare testing materials including ordering, shipping, billing, and accountability and printing of certificates for the National Career Readiness Certificate classes.
  • Coordinate the National Career Readiness Certification (CRC) Program.
  • Administer the National Career Readiness Certificate testing as needed for individuals and business/industry.
  • Keep abreast of changes in regulations in report and record preparation.
  • Liaison to the New Hanover and Pender County NC Works Career Center.
  • Liaison between staff and the appropriate state office representatives in the North Carolina Community College System office, New Hanover and Pender County agencies and/or employers with whom HRD works.
  • Establish and maintain a close working relationship with the Employment Security Commission, the Department of Social Services, and other community action agencies.
  • Recruit students for the College.
  • Perform other duties as assigned by the Director of Academic and Career Readiness.

QUALIFICATIONS

 

Knowledge of:

 

  • Organizational and management practices as applied to the planning, analysis and evaluation of programs, policies and operational needs.
  • Basic principles and practices of budget preparation and administration.
  • Principles of supervision, training and performance evaluation.
  • Pertinent Federal, State, and local laws, codes and regulations.
  • Principles and procedures of a continuing education instructional program development and administration in the area of assignment.
  • Principles and practices of curriculum development and instructional teaching strategies.
  • Current trends, research and development in the area of assignment.

 

Ability to:

  • Ability to develop and implement a good public relations program.
  • Ability to demonstrate creativity, resourcefulness, and flexibility in working in an unpredictable environment.
  • Ability to understand and effectively communicate with people from differing economic, educational, and social backgrounds.
  • Ability to present a positive attitude.

 

Experience and Training Guidelines

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:
