Position Description

GENERAL JOB DESCRIPTION: The Purchasing Manager reports to the Director of Financial Services. The Purchasing Manager assists faculty, staff, and administration in purchasing supplies and equipment; obtains quotes/bids as needed and follows proper purchasing guidelines; maintains adequate records and control of all equipment for inventory purposes; and supervises and coordinates the activities and responsibilities of staff positions in the Purchasing and Receiving Office including filling in during their absence. 

 

DUTIES:

  • Supervises and directs the Purchasing Department of the college. 
  • Supervises and directs purchase requisitions for supplies and equipment in a timely manner to procure resources to accomplish Randolph Community College mission.
  • Obtains quotes and bids as needed and seeks out a variety of vendors in the market place to encourage competitive pricing.
  • Supervises receiving and distribution of institutional supplies and minor equipment to requesting departments.
  • Supervises receiving, tagging, inventory control, and disposal of equipment for fixed asset accounting, including the reconciliation of the fixed assets subsidiary ledger with the general ledger.
  • Supervises the preparation of shipments by United Parcel Service and Federal Express.
  • Maintains appropriate files of state contracts, equipment lists and catalogs.
  • Supervises the approval of monthly invoices for institutional operating expenses.
  • Balances and reconciles encumbrances and equipment purchases monthly to the general ledger.
  • Assists Financial Services with year-end closing related to encumbrance accounting.
  • Supervises the maintenance of vendor files for record and audit purposes.
  • Coordinates with the Safety Committee in maintaining adequate first aid supplies for the college.   
  • Completes Purchasing Flexibility Report annually due 2/1.
  • Completes HUB report quarterly. 
  • Supervises training to end-users on effective use E-procurement utilization. Works with end users to utilize electronic processing of requisitions.  
  • Provides ongoing support to all college employees in acquiring necessary resources to accomplish the mission of the college.
  • Develops and maintains standard operating procedures policy manual for Procurement. 
  • Manages applications for and usage of P-Cards used for procurement of goods and services.
  • Reconciles and processes P-Card statement (Bank of America) for all areas of the college.
  • Completes GAS-1206 Motor Fuel Claim for Refund quarterly.
  • Provides excellent customer service to internal and external customers.
