Position Description

DEFINITION:

 

Under general supervision, performs routine and complex duties in purchasing goods and services. Consulting with and assisting all levels of the organization concerning procurement policies and procedures to obtain quality products and or services at the best possible value. This position is primarily responsible for interpreting and explaining state laws, regulations and guidelines governing procurement activities for the College. 

 

SUPERVISION RECEIVED AND EXERCISED:

 

  • This position reports to the Director of Purchasing & Inventory, and works closely with the Purchasing Coordinator in all procurement processes.
  • Exercises no supervision.

 

Duties & Responsibilities (Essential Functions)

 

ESSENTIAL AND OTHER IMPORTANT FUNCTIONS STATEMENTS:

Essential and other important responsibilities and duties may include, but are not limited to, the following:

 

Essential:

  • Review and process requisitions for accuracy to ensure orders are compliant with the purchasing policies and procedures of both Cape Fear Community College and the NC Division of Purchase and Contract. Confers with vendors to obtain product or service information such as price, availability, and delivery schedule. 
  • Review and process P-Card transactions via Works application. Bank of America’s Web-based electronic card payment management service.
  • Provide College staff and faculty with excellent customer service, ongoing E-Procurement training, and assist with procurement related questions.
  • Assist with the completion and submitting of monthly, quarterly, and yearly purchasing reports as required by the State of North Carolina-Department of Administration (HUB, Purchasing Flex, etc.)
  • Works closely with the Equipment Inventory Coordinator to identify equipment purchases and repairs.
  • Ensure compliance and confidentiality with all policies and procedures of the College, NC Community College System, and applicable State and Federal agencies.

 

Other Important Functions:

  • Maintain excellent communication and build good working relationships with the faculty and staff of the college, as well as vendors 
  • Participate in meetings, workshops, seminars, and on committees for the purpose of conveying and/or gathering information required to perform functions.
  • Perform related duties and responsibilities as required.

 

Qualifications

 

QUALIFICATIONS:

 

Knowledge of:

 

  • North Carolina Purchase and Contract requirements and procedures; working knowledge of the NC E-Procurement system and Elluician Finance/Procurement module is preferred

 

Abilities:

  • An understanding of, and commitment to, the comprehensive community college
  • Possess strong personal and professional integrity, effective verbal and written communication skills, superb math skills, and commitment to safety.
  • Proficiency using Microsoft Office Suite or similar products, college email and website, web-based computer applications associated with the position.
  • Ability to prioritize multiple assignments, adapt to changing priorities and situations, and follow-through on the completion of assignments.
  • Ability to work independently and/or in a team environment
  • Establish and maintain cooperative working relationships with those contacted in the course of work
  • Interpret and apply CFCC goals, objectives, policies, procedures, rules, and regulations
  • Maintain effective audio-visual discrimination and perception needed for:
    1. Making observations
