OCCUPATIONAL SUMMARY:
The Re-Entry Job Placement Specialist is responsible for establishing relationships with a variety of Craven and Pamlico County employers in an effort to assist in the placement of individuals re-entering the community after incarceration. The Job Placement Specialist initiates and maintains ongoing contact with NC Works, local chambers and other workforce partners to develop a pool of potential candidates to assist local companies with workforce needs. This position refers appropriate candidates to potential employers.
NOTE: Annual appointments are subject to annual reauthorization of grant funds under the NC Department of Public Safety. Continued appointments are contingent upon the availability of funding.
ESSENTIAL DUTIES & RESPONSIBILITIES:
- Provides excellent customer service and assistance to internal and external customers
- Works with business and industry to understand local labor market and workforce needs
- Establishes and maintains relationships with local hiring managers to stay abreast of current and future hiring and business needs
- Establishes working relationships with NCWorks and other workforce partners to establish a county-wide workforce development network
- Receives and processes job orders from employers and matches qualified individuals with employment opportunities; refers qualified candidates to potential employers for consideration of job openings
- Uses a variety of communication methods to promote job opportunities to potential candidates including maintaining an online job board
- Assists individuals with job seeking skills, application procedures, resume writing, interview preparations, and job retention skills
- Acts as a mentor and motivates participants toward employment
- Participates in outreach and recruitment activities
- Creates and develops public relations materials, brochures, newsletters, flyers and bulletins to promote the program
- Develops and conducts workshops, information sessions and other presentations promoting job opportunities to prospective candidates
- Maintains records of candidates, employer contacts, activities and outcomes; tracks placed candidates for placement success and retention
- Prepares and submits reports to internal and external stakeholders
- Participates in appropriate committees and task forces as assigned
- Performs other job-related duties and projects as assigned in support of the College’s mission, core values and goals
MINIMUM QUALIFICATIONS:

- Methods and techniques of program marketing and publicity
- Federal, state and college requirements regarding FERPA and other applicable laws and regulations
- Intermediate knowledge of federal and state laws, rules, regulations, policies and procedures related to human resources
- Intermediate knowledge of human resources policies and procedures related to recruitment and selection
- Job development and placement methods and techniques
- Local job market and industry labor needs

- Demonstrates proficiency in a variety of Windows-based computer programs relative to performing responsibilities, including Microsoft Word, Excel and PowerPoint
