Minimum Qualifications

  • High School diploma or equivalent.

 

Minimum Experience:

 

  • A minimum of five years’ sea experience as an officer in a maritime profession relating to deployment and recovery of equipment at sea, such as research vessels, fishing vessels, supply or towing vessels.

 

License or Certificate:

 

  • Applicant must hold a United States Coast Guard Master 1600 gross ton – Near Coastal, Oceans preferred
  • STCW certification
  • Radar Observer
  • Automatic Radar Plotting Aid certification is desirable
  • Global Maritime Distress and Safety System certification is desirable
  • NC driver’s license with a clear driving record.

Preferred Qualifications

Preferred Education/Training, Experience, Skills:

 

  • A.A.S Degree in Marine Technology or a B.S. Degree in Marine Transportation are preferred.

Position Description

DEFINITION:

To ensure the safe operation of the college’s research vessel through a variety of adverse conditions and through the supervision and review of the ship’s crew.

 

SUPERVISION RECEIVED AND EXERCISED:

  • Receives general supervision from department chair and higher level supervisory or management staff at the college.
  • Exercises direct supervision over ship crew and student body when underway.

 

Duties & Responsibilities (Essential Functions)

 

ESSENTIAL AND OTHER IMPORTANT FUNCTIONS STATEMENTS:

 

Essential and other important responsibilities and duties may include, but are not limited to:

 

Essential Functions:

 

  • Plan, prioritize, assign, supervise, and review, all aspects of safe ship operation for the Marine Technology department. This includes but is not limited to: crew supervision, hiring, and evaluation, compliance with USCG regulations, and effective budget management.
  • Ensure that the ship is prepared for cruises; oversee stocking of material and supplies; inspect ship to confirm seaworthy operating condition.
  • Monitor and inspect ship; work closely with the Chief Engineer to schedule maintenance and overhauls.
  • Recommend and assist in the implementation of goals and objectives; establish schedules and methods for providing ship maintenance and repair programs; implement policies and procedures.
  • Recommend equipment and material purchases; prepare purchase orders; collect supplies from vendors.
  • Monitor ship regulatory compliance with applicable laws, rules, and regulations as required by the US Coast Guard, Environmental Protection Agency, Federal Communications Commission, International Maritime Organization and other governing agencies for a ship its size and class.
  • Maintain classification with the American Bureau of Shipping (ABS)

 

Other Important Functions:

 

  • Secure the ship during severe weather; if the ship cannot remain in the home port arranging docking and transportation.
  • Make all arrangements for voyages including: dockage, fuel, provisions and stores.
  • Coordinate charter arrangements for the college’s vessel with outside vendors and research scientists.
  • Maintain awareness of new developments in the field of ship operations and ship handling; incorporate new developments as appropriate.
  • Participate on committees; assist with a variety of public relations activities on behalf of the Marine Technology program.
  • Perform related duties and responsible as required.

 

Qualifications

 

QUALIFICATIONS:

 

Knowledge:

 

  • Safe operation and navigation of a large research vessel.
  • Sound understanding of marine scientific operations
  • Principles of supervision, training, and performance evaluation.
  • Pertinent Federal, State, and Local laws, codes, and safety regulations.
  • Common principles of instruction when training students on bridge operation and basic seamanship.

 

Ability To:

 

  • Establish and maintain cooperative working relationships with those contacted in the course of work
  • Interpret and apply CFCC goals, objectives, policies, procedures, rules, and regulations
  • Communicate clearly and respectfully, both verbally and in writing
  • Practice safe boat handling and seamanship while exercising exceptional judgment.
  • Operate and navigate in close quarters in challenging weather and limited visibility
  • Supervise, organize, and train ship personnel.
  • Maintain effective audio-visual discrimination and perception needed for:
    1. Making observations
    2. Reading and writing
    3. Communicating with others
    4. Operating assigned equipment
    5. Handling varied tasks simultaneously
      • Maintain physical condition appropriate to the performance of assigned duties and responsibilities, which may include the following:
        1. Standing or sitting for extended periods of time
        2. Operating assigned equipment
        3. Handling varied tasks simultaneously 
        4. Bending, stooping, climbing, or lifting up to 50 pounds
        5. Climbing and descending ship ladders
        6. Operating all applicable firefighting and lifesaving equipment
        7. Opening and closing watertight doors
        8. Maintain mental capacity, which allow the capability of:
        9. Making sound decisions
        10. Responding to questions
        11. Demonstrating intellectual capabilities

Special Instructions to Applicants:

 

  • This is an Exempt position. At this classification, CFCC awards ship personnel Sea Time at the rate of one hour for each hour worked beyond the regularly assigned 40-hour work week. This time does NOT have monetary value and can only be used for time off.
