  • Associate's degree in related field or two years of directly related human resources experience. 

 

Minimum Experience:

  • Four years of directly related human resource experience; or any equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved.

Preferred Qualifications

Preferred Education/Training, Experience, Skills:

  • Demonstrated recruitment experience in Higher Education facility preferred.
  • Bachelor of Science in Business Administration or Human Resource Management preferred.
  • Working experience with NEOGOV.

Position Description

 

DEFINITION:

This role is responsible for conducting full life cycle recruitment in sourcing the best talent as well
 as maintaining effective programs for retention, promotion and succession planning. This position requires developing strong talent pipelines for CFCC’s current and future hiring needs.

                      

SUPERVISION RECEIVED AND EXERCISED:

  • Receives general supervision from the Executive Director and Director of Human Resources.
  • Exercises no supervision.

 

Duties & Responsibilities (Essential Functions)

 

  • ESSENTIAL AND OTHER IMPORTANT FUNCTIONS STATEMENTS:

    Essential and other important responsibilities and duties may include, but are not limited to:

     

    Essential Functions:

    • Partners with hiring managers to develop effective sourcing and recruitment strategies
    • Organizes and attends job fairs and recruitment events
    • Forecasts quarterly and annual hiring needs by department
    • Develops effective relationships within the organization and the hiring community
    • Creates applicant pools and talent pipelines by posting job ads through job boards, social media, agencies and professional associations
    • Utilizes applicant tracking systems and other recruitment tools to create job postings, review and analyze resumes and applications
    • Creates and maintains interview questions and selection procedures to be used by Search Committees
    • Trains Search Committees on interview techniques and the applicant tracking system
    • Pre-screens and assesses candidate information, including resumes and contact details, using our tracking system (NeoGov/Ed)
    • Partners with Search Committees to screen, evaluate and recommend candidates for hire
    • Extend job offers, engages in compensation negotiations and conducts new hire orientations 
    • Develops, initiate and maintain effective programs for workforce retention, promotion and succession planning.
    • Conducts data analysis on HR data such as compensation, classification, and employment 
    • Confirms accuracy and integrity of HRIS systems and databases that include employment information
    • Designs job descriptions and interview questions that reflect each position's requirements
    • Performs compensation analysis of market data and updates pay ranges according to budget and state approval
  •  

    Other Important Functions:

    • HR Specialist assignments will be interspersed as HR projects are prioritized.

  • Proven track record of hiring best talent per retention metrics
  • Experience utilizing social media, resume databases and professional networks to target candidates
  • Hands-on experience with full-cycle recruiting using various interview techniques and evaluation methods
  • Excellent verbal and written communication skills
  • A keen understanding of the differences between various roles within organizations

 

Ability To:

  • Collect, compile, analyze, manipulate, organize and summarize various types of information and data.
  • Maintain the security of confidential information.
  • Communicate concisely and respectfully, both orally and in writing.
  • Establish and maintain cooperative working relationships with those contacted in the course of work

EXPERIENCE AND TRAINING GUIDELINES:

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
