Minimum requirements include: Master's degree in Accounting, Finance, Business Administration, Business Management, Public Administration or a related field, and 12 years previous experience and/or training that includes governmental accounting, budget development and management, construction management, and/or supervision/management; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
The position requires strong verbal and written communication skills, the ability to make oral and written presentations, the ability to supervise and manage a diverse team of professional staff members, and the ability to exercise prudent and sound judgment in a business environment within an institution of higher education. The successful applicant must be able to work independently, as an active member and/or leader of teams or ad hoc committees, or across multiple units of the institution. The position requires the ability to think strategically, analyze large amounts of data, develop multiple options and scenarios, and execute solutions once adopted. In addition, this position demands the ability to interpret rules, regulations and policies using strong critical-thinking and problem-solving skills. Also imperative are business acumen in public accounting, and budget and fiscal management of state, county and institutional funds.

Alamance Community College seeks a strategic, visionary leader to become its next Vice President of Administrative & Fiscal Services. This position reports to the College President, serves as the Chief Financial Officer and is a member of the College's executive management team. This position works in partnership and collaboration with internal and external stakeholders to ensure the sound fiscal health of the College. Other duties will be assigned at the discretion of the President.
The position oversees various operations involving budgeting, financial accounting and record keeping, investments, purchasing, property, inventory maintenance, internal auditing, bookstore, food services, new construction management, building/grounds maintenance, and public safety.
Example of Duties
Specific functions include but are not limited to the following:
Provides leadership and vision for planning, oversight, and management of College business and financial operations, capital projects, facilities management, and public safety. Special attention will be given to the planning and completion of almost $50 million in capital and county bond-funded projects during the next several years, and future projects thereafter.
Maintains excellent business and organizational relationships with appropriate officials of government and business entities that have financial or legal relationships with the College.
Prepares, or oversees the preparation of, and submits all reports required by local, state, and federal law pertaining to the financial areas of the College.
Prepares monthly agendas, reports and other information as the resource person to Budget & Finance Committee and Buildings & Grounds Committee as well as other committees of the Board of Trustees as needed.
Serves on President's Cabinet.
Delivers high quality, responsive customer service to the campus community and relevant institutional stakeholders.
Employs a process of self-monitoring and internal assessment to ensure continuous improvement and progress towards the goals specified in department and unit-level mission statements and strategic plans.
Assures proper fiscal and budgetary planning and management of all operations and services of the College.
Responsible for the implementation of the planning and budget cycles in preparing and updating the College's annual budgets.
Oversees the timely preparation of the College's annual operating and capital budgets, including the production of all related internal and external documentation, for review and approval, where applicable, by the Board of Trustees.
Provides meaningful and comprehensible quantitative and qualitative information that supports the achievement of institutional goals.
Maintains expertise in federal and state policies and regulations as they pertain to the community college.
Ensures compliance with rules and regulations and financial reporting compliance for externally funded grants, contracts and special projects.
Provides oversight of financial transactions to assure accuracy of internal and external financial reports and to assure compliance with all college policies and procedures.
Provides modeling, financial forecasts, and data analyses as needed.
Oversees and maintains an effective and efficient system of internal controls validated through internal audit procedures.
Prepares and administers the capital equipment and lease expense budgets.
Oversees the coordination and assists with all activities of the external auditors and all year-end accounting functions.
Responsible for all data and compliance with bond funding.
Provides financial information to college faculty, managers, and staff in a manner that facilitates effective decision-making and supports the College's Strategic Plan.
Safeguards the integrity and assets of the institution through timely implementation and adherence to all applicable institutional, state and federal rules and regulations.
Contracts and Risk Management
Oversees contract and lease management, real estate, and construction functions and is responsible for the maintenance of all documents related thereto.
Responsible for ensuring facility and liability insurance exposures are covered.
Oversees auxiliary services (bookstore, maintenance and food service).
Oversees the Public Safety Department.
Ensures comprehensive Emergency Response and Emergency Operations Plans are in place.
Is an active participant in the College's Emergency Coordination Group.
Works with the Director to establish Public Safety policies and regulations.
Provides leadership to 20 full-time positions and several part-time positions in the Administrative & Fiscal Services Division.
Position has four full-time direct reports and is responsible for supervision, leadership and management of them: Director of Public Safety; Director of Administrative Services; Director of Fiscal Services; and Executive Administrative Assistant.
Position is responsible for supervising the following contracted service areas and their managers: Food Service; Bookstore; and Facilities/Maintenance Services.
Position is responsible for demonstrating effective leadership skills for Administrative & Fiscal Services and the College.
