Education Minimum: Master's degree in post-secondary instructional administration, education or one of the disciplines taught at the college is required from a regionally accredited college or university.
Experience Minimum: At least eight (8) years of college experience with at least three (3) years as a College Associate Vice President/Dean or appropriately related position supervising fulltime faculty, and administering exemplary academic and training programs.
At least five (5) years of teaching experience in higher education.
Education Preferred: Doctorate in a related field.
Johnston Community College seeks a dynamic, collaborative, and innovative leader to serve as Vice President of Instruction. Reporting directly to the President, the Vice President serves as the Chief Academic Officer and Chief Continuing Education Officer and is responsible for the overall leadership of the College's instructional units. The Vice President's duties include oversight of on and off-campus and distance courses; development, evaluation, and modification of credit and non-credit instructional programs; and compliance with accreditation standards. The Vice President serves as a member of the Administrative Council and assists the President and Board of Trustees in maintaining a unified vision for student retention and success that is supportive of the College's purpose and mission. The Vice President works collaboratively with business and industry to ensure the College has innovative workforce training programs that respond to community labor market demands. The successful candidate for the Vice President of Instruction position will be a vision-driven administrator who is committed to the advancement of inclusiveness, access, and equity for all students, faculty, and staff.
Knowledge & Responsibilities:
Essential Duties and Responsibilities
- Develops, implements, and administers goals and objectives as well as policies and procedures necessary to provide assigned services and functions to the College.
- Works with, supervises and evaluates Associate Vice Presidents
- Supervises and evaluates all direct reports.
- Oversees instruction in on-campus, off-campus, and distance courses.
- Coordinates development of new instructional programs.
- Oversees processes which assess academic effectiveness, incorporates the principles and practices of curriculum development, evaluates student learning objectives, and improves student learning outcomes attainment.
- Responds to issues and concerns pertaining to the scope of assigned responsibilities according to established College policies and procedures, including resolving difficult and sensitive student inquiries and complaints, and recommending changes in those policies and procedures as may be needed over time.
- Works in partnership with Associate Vice Presidents in solving problems related to faculty, programs, and students.
- Builds and fosters collaborative programs and initiatives such as articulation agreements with universities, K-12 connections, and business, industry, and community partnerships.
- Collaborates with Johnston County Public Schools to facilitate Career and College Promise (CCP) and Cooperative Innovative High Schools.
- Prepares and submits institutional data reports.
- Develops academic calendars.
- Coordinates the management of Vocational Education (Perkins) grant activities.
- Develops and maintains a comprehensive instructional division budget; practices sound stewardship through the effective administration of funds allocated to the division; works collaboratively with the Vice President of Administrative, Financial, and Information Technology Services to ensure accurate and sound accounting of budgets relative to the division; takes necessary actions to ensure compliance with budget limitations and established fiscal policies; and oversees the training of budget managers.
- Oversees assigned standing committees.
- Requires rigorous adherence to division-related core requirements and standards expected for accreditation by the Southern Association of Colleges and Schools Commission on Colleges.
- Serves as Chief Academic Officer and Chief Continuing Education Officer for the college and assumes responsibility for ensuring that all programs, courses and services support the purpose and mission of the College.
- Supervises the hiring of all divisional personnel and ensures that all new employees receive appropriate on-boarding.
- Ensures that divisional personnel are knowledgeable of and comply with institutional and NC Community College System state policies and procedures.
- Pursues relationships for the purpose of delivering educational and training programs to meet needs of business, industry, community groups, and other organizations.
- Supports alternative funding opportunities through effective grant development and attainment.
- Serves as a member of the Administrative Council to assist the President in administrative leadership for the College.
- Performs other duties as assigned by the President.
Manages six instructional departments: Health, Wellness and Human Services; University Studies and Instructional Technologies; Business and Applied Technologies, Foundational Studies and Academic Support, Workforce Development and Advanced Technologies, and Transportation and Public Safety. Position is responsible for the overall direction, coordination, and evaluation of these units. Also, directly supervises the Administrative Assistant to the Vice President, Scheduling Unit, Registration, Records and Retention Unit, and Office of Institutional Effectiveness. Position carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and developing employees; addressing complaints and resolving problems.

- Fluency in Instructional Technology & Distance Learning.
- Demonstrated cultural mastery, sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students and employees.
- Adheres to and assists in the facilitation of the one college philosophy.
- Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents.
- Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.
- Ability to write speeches and articles for publication that conform to prescribed style and format.
- Ability to effectively present information to top management, public groups, and boards of the college.
- Ability to work with mathematical concepts such as probability and statistical inference.
- Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
- Ability to define problems, collect data, establish facts, and draw valid conclusions.
- Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
To perform this job successfully, an individual should be proficient in the Microsoft Suite as well as other technology related to areas of responsibilities within the division such as Student Information Systems, budget management software, presentation software, etc.
