Minimum Qualifications

One year of increasingly full-time responsible professional Web Development/Design experience required. 

An associate degree from accredited college or university with major course work in Computer Programming, Web Development/Design, Graphic Design, Communications or another related field is required. 

Preferred Qualifications

Three years’ full-time experience and/or project management experience preferred. 

Bachelor's degree preferred. 

Position Description


Manages, maintains and oversees the development of Caldwell Community College and Technical Institute’s (CCC&TI) website and other web-based communication products. 

Examples of Duties 
Essential and other responsibilities and duties may include, but are not limited to, the following:
 Essential Functions:

  1. Exercises authority over information posted to the CCC&TI web server(s) or web-related communication products and presentation in terms of design and method of delivery.
  2. Designs and develops professional-grade web pages for CCC&TI's internet and other web-related communication products, including the incorporation of graphics, HTML, multimedia, databases, and other web-based technologies that enhance the service level provided to CCC&TI's students, faculty, staff, and external stakeholders.
  3. Assesses and recommends resources, software, and other technology for the website.
  4. Collaborates with web host to ensure regular security and maintenance of the institution's web server or servers.
  5. Maintains an optimized Word Press environment by installing software updates or upgrades, adding plug-ins, managing user accounts, and granting or restricting access to editors as needed.
  6. Works with the Director, Branding and Marketing, Public Information Officer, Digital Media Specialist and Graphics Coordinator to warrant the integrity and quality of our editorial content and ensure the web is current and consistent with the institution's overall written and visual messaging.
  7. Works closely with department heads in all areas of the institution to add, maintain, update, and enhance content optimized for intended audiences and stakeholders.
  8. Collaborates with the Communications and Public Relations Team and Executive leadership to select and train individuals in various areas of the institution to help maintain certain content areas, and clearly communicates parameters in which those changes can be made.
  9. Utilizes Search Engine Optimization (SEO) principles to enhance visibility, increase traffic to the site from a variety of search engines, and improve the online digital experience for all stakeholders.
  10. Interprets analytics for decision-making purposes.

Marginal Functions:

  1. Develops original copy for the web sites or rewrites/reuses existing marketing pieces using online copywriting guidelines.
  2. Produces original photography/video for use on web site and possible use in print marketing materials.
  3. Collaborates with designers and colleagues in and outside the department.
  4. Participate in professional development activities and required employee training.
  5. Perform other duties as assigned.

Qualifications and Working Conditions

Knowledge of:

  • Word Press design, Elementor application, HTML and UX principles.
  • Word Press and Elementor plug-in options and capabilities.
  • Script languages such as: Javascript, PHP, and Java programming.
  • W3C standards, including accessibility standards.
  • Components and parts used in modern computer equipment.
  • Pertinent Federal, State and local laws, codes and regulations.
  • Occupational hazards and applicable safety precautions.
  • English usage, spelling, grammar and punctuation.
  • A variety of computer software programs and programming languages.
  • Principles and procedures of record keeping.
  • Web-hosted products.
  • Strong understanding of SEO principles, website architecture, and aesthetics.

Ability to:

Environmental Conditions:

The employee should have the ability to effectively handle a work environment and conditions which involve an office and classroom workspace and working closely with others.  

The employee must sustain the work environments by maintaining equipment and supplies, ensuring overall cleanliness, functionality, and conformance to OSHA standards to provide a safe work environment. 

Physical Conditions:

Physical and marginal functions require the ability to maintain physical condition appropriate to the performance of assigned duties and responsibilities, which may include the following; standing, walking or sitting for extended periods, moderate lifting and carrying, general manual dexterity, operating assigned equipment, and extended exposure to computer screens.  

The employee must maintain effective audio-visual discrimination and perception needed for making observations, reading and writing, operating assigned equipment, communicating with others, and handling varied tasks simultaneously. 

Additionally, the employee must maintain mental capacity, which permits making sound decisions and using good judgment, and demonstrating intellectual capabilities. 

Scheduling Conditions: 

This is a full-time, 12-month position, which requires the employee to be on campus or at an approved alternate location for at least thirty-six hours per week, Monday through Thursday, 8:00am-5:00pm, and Friday, 8:00am-12:00pm. This position generally works daytime hours but has the potential for occasional evening or weekend hours.  

Traveling Conditions: 

Local travel between the Caldwell campus, Watauga campus, or any off-campus sites may be needed. Out-of-state travel is limited but may be required for training and conferences.
