Minimum Qualifications

Bachelor’s degree in business administration, human resources, industrial education, instructional design or discipline related to the assigned workforce training area from an appropriately accredited institution and three years of experience in designing, providing, and/or coordinating industry-specific training in higher education, business or the public sector; or Associate’s degree in any of those same disciplines from an appropriately accredited institution and five years of experience in designing, providing, and/or coordinating industry-specific training; or an equivalent combination of education and experience. 

Preferred Qualifications

Current or past certification as a Criminal Justice General Instructor in North Carolina. Two years’ experience managing one or more public safety education and training programs at one or more community colleges in North Carolina.

Position Description

This position works as part of a team that provides state-level and statewide leadership to North Carolina’s community colleges in the following public-safety training areas: Fire and Rescue, Criminal Justice, Emergency Management, and Emergency Medical Services. This position serves as the Community College System Office’s primary contact/subject matter expert in the area of Criminal Justice education and training, with an emphasis on state law enforcement certification training. This position provides targeted and strategic assistance to the state’s 58 community colleges in areas of program accountability and compliance; NC Community College System (NCCCS) policies and procedures, including General Statutes and State Board of Community Colleges Code; and workforce/industry standards related to the assigned public-safety discipline(s). Specific duties include managing the state-level Community College System Combined Course Library in assigned discipline(s); assisting with policy development and training related to North Carolina Community College System policies and procedures; providing written and verbal assistance to college personnel and other state agencies; acting as System Office liaison to related state-level boards, committees, and agencies; and being a productive leader and/or member of assigned work teams. Duties are accomplished through the following means: on-site or remote assistance to individual colleges; regional and/or statewide meetings; webinars/conference calls; conference presentations; and technical-assistance emails, memos, and other documents. This position is expected to work proactively with internal teams and external partners in support of program improvement and student success in the assigned area(s). This position supports local community college staff in their role of providing education and training that complies with applicable educational and industry standards and promotes student success; this position does not directly manage education or training courses. The position communicates with and supports a variety of college personnel, depending on need and requests from colleges. Considerable statewide travel, including overnight travel, and meetings in Raleigh will be required.

KNOWLEDGE/SKILLS/AND ABILITIES: The person in this position should have knowledge, skills, and abilities in the following areas:

  • An understanding of the role of the NC Community College System as it relates to public safety training, career development, and educational pathways.
  • An understanding of North Carolina’s specific criminal justice training and certification programs.
  • Experience working with criminal justice employers to meet workforce training needs.
  • Experience in coordinating and conducting statewide, regional, and/or local education and training activities.
  • Experience in developing training or policy manuals and program documentation.
  • Experience in developing and/or strengthening strategic partnerships at the local, regional, or state levels in support of program development, quality assurance, and student success.
  • Ability to express ideas clearly and concisely, both orally and in writing, and to speak effectively through public presentation to a variety of audiences. 
  • Experience in providing technical and policy assistance and/or experience in program development and monitoring.
  • Ability to work collaboratively and proactively with both internal team members and external partners.
  • Competence in the use of basic computer applications, to include word processing, email and presentation software.

PREFERENCES: Workforce training and development experience related specifically to conducting or managing Basic Law Enforcement Training (BLET) and/or mandated in-service law enforcement training in North Carolina. Experience working for one or more state, county or municipal criminal justice agencies in North Carolina. Experience applying or interpreting state rules and regulations, North Carolina Administrative Code, and/or State Board of Community Colleges Code as related to one or more public safety training programs. Experience partnering with or aligning training across one or more levels of education, to include secondary education, community college workforce continuing education and curriculum programs, and/or college/university programs in support of educational and workforce pathways. Experience working with credentialing agencies to support effective program delivery, quality assurance, and student success. Experience with one or more of the following: Colleague, online training, NC Community College course registration processes, and/or the management of one or more state-regulated public safety training programs at a NC community college.
